Book excerpt: The function of the research-related activities of universities in countries belonging to the Organization for Economic Co-operation and Development (OECD) is examined. Additionally, the extent to which the universities are affected by the demands placed upon them, and implications of the situation for the future well-being of the scientific enterprise in OECD countries are addressed. The kinds of pressures acting on the university systems of member countries include: fluctuations in student enrollments; slow-down in the growth of financial resources and a change in the balance between the sources of research funds; government pressure for what is considered to be socially relevant research; and the effects of changing social values (democratization, employment protection, and the growth of bureaucratization of university research). Responses to these constraints include: new modes of distributing resources, separation of teaching and research, stratification of institutions and staff, and recruitment and mobility. It is suggested that in many member countries, national science policy bodies, or research funding bodies, continue to formulate priorities that have no reference to what scientists regard as worthy of study. Policy implications of trends toward separating research from teaching and of funding research to a certain proportion of the total number of universities are considered. Additional concerns include: flexibility of research performance, enrollments in postgraduate degree programs, availability of equipment for research, and performance of applied versus basic research. Book excerpt: In advocating an action-oriented and issues-based curriculum, this book takes the position that a major, but shamefully neglected, goal of science and technology education is to equip students with the knowledge, skills, attitudes and values to confront the complex and often ill-defined socioscientific issues they encounter in daily life as citizens in an increasingly technology-dominated world carefully, critically, confidently and responsibly. In outlining proposals for addressing socioscientific issues through a curriculum organized in terms of four increasingly sophisticated levels of consideration, the author adopts a highly critical and politicized stance towards the norms and values that underpin both scientific and technological development and contemporary scientific, engineering and medical practice, criticizes mainstream STS and STSE education for adopting a superficial, politically naïve and, hence, educationally ineffective approach to consideration of socioscientific issues, takes the view that environmental problems are social problems occasioned by the values that underpin the ways in which we choose to live, and urges teachers to encourage students to reach their own views through debate and argument about where they stand on major socioscientific issues, including the moral-ethical issues they often raise. More controversially, the author argues that if students are to become responsible and politically active citizens, the curriculum needs to provide opportunities for them to experience and learn from sociopolitical action. The relative merits of direct and indirect action are addressed, notions of learning about action, learning through action and learning from action are developed, and a case is made for compiling a user-friendly database reflecting on both successful and less successful action-oriented curriculum initiatives. Finally, the book considers some of the important teacher education issues raised by this radically new approach to teaching and learning science and technology. The book is intended primarily for teachers and student teachers of science, technology and environmental education, graduate students and researchers in education, teacher educators, curriculum developers and those responsible for educational policy. The author is Emeritus Professor of Science Education at the Ontario Institute for Studies in Education (University of Toronto), Adjunct Professor of Science Education at the University of Auckland and Visiting Professor of Science Education at the University of Hong Kong. His research interests include considerations in the history, philosophy and sociology of science and their implications for science and technology education, STSE education and the politicization of both students and teachers, science curriculum history, multicultural and antiracist education, and teacher education via action research.

The term ‘expert’ itself even comes in for some humor about how it might be defined – someone who knows more and more, about less and less, until eventually they know everything about nothing. Behind the old joke is a grain of truth: Expert standing becomes unimpressive to us, in both intellectual and practical terms, when it is seen as parochial and lacking in vision. This volume will explore Area Studies (AS), a prominent type of expertise, along a range of dimensions. As we move towards the third decade in the new millennium, attention shifts to the somewhat unexpectedly positive future of NewArea Studies (NAS) as a resurgent intellectual movement. NAS has departed from what the editors have dubbed Traditional Area Studies (TAS) – commonplace till the millennium. Both the editors of this volume, and its contributors, are leading scholars in area-based work across continents. Together they have participated and observed as area-oriented research struggled to overcome protracted and intense criticism since the Cold War. Thus, the volume marks the resurgence of area-based research in its new guise as NAS – the crux – understanding increasing complexity around a shrinking globe. Taken together, the contents of this volume make the the case for a New Area Studies grounded in necessary travel, using new and wider methodologies involving reflective practice and production of knowledge with local people.
