Book excerpt: The thesis provides the necessary experimental and analytical tools to unambiguously observe the atomically resolved chemical reactions. A great challenge of modern science has been to directly observe atomic motions during structural transitions, and while this was first achieved through a major advance in electron source brightness, the information content was still limited and new methods for image reconstruction using femtosecond electron diffraction methods were needed. One particular challenge lay in reconciling the innumerable possible nuclear configurations with the observation of chemical reaction mechanisms that reproducibly give the same kind of chemistry for large classes of molecules. The author shows that there is a simple solution that occurs during barrier crossing in which the highly anharmonic potential at that point in nuclear rearrangements couples high- and low-frequency vibrational modes to give highly localized nuclear motions, reducing hundreds of potential degrees of freedom to just a few key modes. Specific examples are given in this thesis, including two photoinduced phase transitions in an organic system, a ring closure reaction, and two direct observations of nuclear reorganization driven by spin transitions. The emerging field of structural dynamics promises to change the way we think about the physics of chemistry and this thesis provides tools to make it happen.

The resilience plans need not follow implanted models but may be cost effective only if they apply a bottom up approach. Just as the region is culturally diverse so are the challenges encountered by local communities in terms of generating resilience to every disaster. Despite more than a decade of the Disaster Management Act (DMA) of 2005, most of the states in this northeastern fringe of India continue to wait for its implementation beyond mere structures and offices. The book suggests that urgent action is required in accordance with the DMA 2005 towards inter-agency coordination, proactive participation of local governance, mobilization of Community based Organizations (CBOs) and curriculum based training in every academic and technical institution. Governments of these northeastern states of India should establish accountability of State Disaster Management Authorities and inspire them to participate proactively with communities for an effective resilience building in the region.

Scientifically speaking, only this what can be observed. Of course, as the example of Copernicus shows, observation itself is not a guarantee, that what we see is what we see. But in the case of the psyche it is just the reverse of the case of Copernicus. Because the observation of so far sees nothing! Untill cosmic trips scientific procedure based on the observation, which is the condition sine qua non of the true science, could not accept the calculations of Copernicus. Even if mathematically speaking they looked correct and plausible. In other words Copernicus, 400 years before the observation made from the point of view of the cosmic space, gave mathematical arguments that the observation made from the point of view of the Earth surface was wrong.My role in the history of the psyche exploration is the reverse of the role played by Copernicus in the cosmos exploration. Namely, Copernicus with mathematical arguments proved that the description of the observation of the Sun movement on the sky was only a guise of the truth. And the mistake of that false observation consisted in a wrong point of view of the observation of the Sun movement. I, in turn, with my logics, biology, physics, chemistry and evolutionary arguments, try to prove that the description of the psyche in force based on no observation is also only a guise of the truth. A guise which is the same invented as it was before Copernicus. One thing jumps however to the eyes. People 2000, 1000 and 400 years ago seemed to be better thinkers than people today! Why? These ancient people, even if wrong in their description of the Sun movement, are excused by the argument of the observation in their favor. People of the XX century, in turn, believe in a description of the psyche based on the argument of no observation...My role in this turning point of the psyche exploration is to stop the era of descriptions of the psyche based on no observation. In order to make this observation possible I had to search for a possibility to observe the psyche. And this possibility could be found but not there where millions and millions of people have not found it before me.
