Book excerpt: "With the emergence of global university rankings, there is increased interest in research universities. The focus of the higher education system in India has traditionally been on educating students and not on research. However, in the last decade or so, there has been a growing appreciation of research in universities and interest in transforming some of the Indian universities to globally competitive research universities. This is the first book that focuses on building research universities in India. It provides a comprehensive and holistic view of a research university and discusses the key dimensions of such a university, including education, research, PhD programme, faculty management, governance, financing and third mission. This book will be of interest to academicians, academic leaders, policymakers, and those who are involved in developing a university in India."--Publisher.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on empirical, interdisciplinary research, this book presents a critical review of some of the major issues that are of interest to researchers, policymakers and planners in developing as well as advanced countries, including specifically in India. It provides an in-depth review of some of the major development policy issues in education in general, and in India in particular, over the past 2-3 decades. Besides presenting an overview of the educational developments in India that reflects issues such as growth, equity, efficiency, foreign aid, decentralization, center-state relations, financing, and cost recovery, the book puts forward in-depth analyses of education poverty, interrelations between education and poverty, low level of outcomes in elementary education, effects of structural adjustment policies and approaches on education, south-south cooperation, etc. It also critically discusses changes in policies relating to financing higher education, external assistance for education, and how the growth of private higher education is affecting society at large. The dichotomy between public policy and action is also highlighted in many chapters. On the whole, while the importance of education is being increasingly recognized, the state does not seem to be as willing to foot the bill for education as the households and even the private sector. Occasionally contrasting with international evidence on, for example, financing higher education, private higher education, or the effects of neo-liberal policies, the book offers an interesting read for a wider audience.

Available in PDF, EPUB and Kindle. Book excerpt: Why do some states provide infrastructure and social services to their citizens, and others do not? In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the 20th century, electricity was considered to be the primary vehicle of modernity, as well as its quintessential symbol. In India, electrification was central to how early nationalists and planners conceptualized Indian development, and huge sums were spent on the project from then until now. Yet despite all this, sixty-five years after independence nearly 400 million Indians have no access to electricity. Electrifying India explores the political and historical puzzle of uneven development in India's vital electricity sector. In some states, nearly all citizens have access to electricity, while in others fewer than half of households have reliable electricity. To help explain this variation, this book offers both a regional and a historical perspective on the politics of electrification of India as it unfolded in New Delhi and three Indian states: Maharashtra, Odisha, and Andhra Pradesh. In those parts of the countryside that were successfully electrified in the decades after independence, the gains were due to neither nationalist idealism nor merely technocratic plans, but rather to the rising political influence and pressure of rural constituencies. In looking at variation in how public utilities expanded over a long period of time, this book argues that the earlier period of an advancing state apparatus from the 1950s to the 1980s conditioned in important ways the manner of the state's retreat during market reforms from the 1990s onward.

Available in PDF, EPUB and Kindle. Book excerpt: As a pervasive and relatively modernized element of Indian society, the police are potentially a powerful vanguard in the establishment of a stable democratic process and a major factor in public attitudes toward the government. Professor Bayley's book, based upon 3,600 interviews during two extended periods of research in India, explores in depth the formative role police play in the maintenance and development of the Indian political system. As a first study of police and political development in a relatively non-modernized country, this book will be a guide for the exploration of a topic critical in the political life of many nations, both developed and underdeveloped. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on the history of the philanthropy of India's economic elites, Arun Kumar discusses how their ideas and understanding of development have shifted and changed over time. Going beyond the more familiar criticisms of development's entanglements with colonialism, Kumar interrogates the changes in development imaginaries in terms of modernity's entanglements with the national question, including anti-colonial nationalism and post-colonial nation-building during the twentieth century. Development, he suggests, can be usefully read and critiqued as national-modern. Philanthropy and the Development of Modern India plots the careers of the national-modern in four main sites of development: civil society, community, science and technology, and selfhood. In an unusual move reading socio-economic nationalist reform from the first half of the twentieth century alongside post-colonial development from the second half, Kumar uncovers the lineages of contemporary development ideas such as self-care, self-reliance, merit, etc. In all this, elites were driven by a 'pedagogic reflex': to teach different sections of Indian society of how to be modern and developed. Contrary to development studies' characterization of elites as anti-development or captors of scarce resources, Kumar shows how elites longed for development for others. Development provided the moral justification, in their calculations, for protecting their commercial interests as they navigated the turbulent Indian twentieth century.
