At the same time, he authoritatively details the techniques of the extremist sects that recruit potential terrorist cadres. Members of the Wahhabi sect have perfected a rhetoric that appeals to the wounded pride of these young Arab men, Moussaoui writes—for example, offering funds to help them complete their education. Moussaoui deplores the route taken by his brother. He is not in any way an apologist for terrorism. Even so, he shows convincingly that normal young men can end up terrorists, and suggests how and why this happens. Moussaoui shows with gripping clarity how Wahhabism distorts true Islamic faith and the threat it poses to Islam. And his book strongly suggests that the best defense against terrorist groups like the Wahhabi sect in the future is anything people can do to end racism.

L’an 1474 marque en effet une avancée considérable pour la justice pénale internationale, notamment avec le procès de Peter Von HAGENSBACH, Grand Bailli d’Alsace, serviteur de Charles le Téméraire, jugé pour ce que l’on appelle aujourd’hui crime de guerre. Ce procès a été source d’inspiration pour l’instauration d’une justice pénale internationale stable. Seulement, c'est au XXème siècle que cette justice connaîtra une avancée remarquable. D'ailleurs, au lendemain de la Seconde Guerre Mondiale, on va assister à la création de tribunaux pénaux internationaux (TPIY, TPIR et TSSL). Cependant, le problème de stabilité n’était pas toujours résolu car ces derniers étaient appelés à disparaître une fois leurs missions remplies. La création d’une juridiction permanente telle que la Cour pénale internationale fut la bienvenue. Elle fut encore très louable, car elle a pour but de collaborer avec les juridictions internes des États dans la lutte contre l’impunité des auteurs des infractions les plus graves telles que les crimes contre l’humanité, crimes de guerre, crimes de génocide et les crimes d’agression. Dès le préambule et à l’article 1er du Statut de Rome, la CPI est décrite comme complémentaire des juridictions nationales. Ceci souligne le problème de rapport entre les deux juridictions. Les rapports qui existent entre la CPI et les juridictions nationales sont de nature complémentaire au niveau de la compétence et collaborative au niveau des poursuites des auteurs des infractions. Ainsi, dans ses rapports avec les juridictions internes des États, la CPI n’a pas la priorité pour connaître les crimes relevant de sa compétence : les États restent les premiers responsables de la lutte contre l’impunité. Elle a une primauté dans la répression si ces derniers ne s’en chargent pas pour quelques motifs que ce soient. Cependant, pour une bonne complémentarité entre la Cour et les juridictions internes, un appel est fait aux États d’une part, à beaucoup plus de coopération avec la Cour et d’autre part, à remplir pleinement leurs missions de lutte contre l’impunité des infractions graves menaçant la paix internationale.
