Book excerpt: Although information operations have long existed, it was only recently that joint doctrine began including such multidimensional operations in a systematic manner. In addition, the Nation has yet to conduct joint information operations (JIO) utilizing a full range of capabilities public affairs, civil affairs, psychological operations, operations security, and deception. There is a legal dimension to information operations that is critical to their use. The United States has signed various bilateral and multilateral agreements that affect information operations. As Joint Pub 3-13, Joint Information Operations, states: [information operations] may involve complex legal issues requiring careful review and national-level coordination ... planners should understand the limitations that may be placed on [campaigns] across the range of military operations. Beyond such statements, however, there is little help for joint planners in maneuvering through the legal maze and even less training available to facilitate this information effort.
