Since the end of World War 11, the close U.S.- Japan security relationship has benefited both nations. The United States has been able to anchor its East Asian military presence in Japan, helping to contain communist influence and lending stability to the region. Japan has been able to concentrate on rebuilding its economy with relatively little concern (and cost) for its own defense. But both Tokyo and Washington have begun to reassess their security requirements in view of changing global threats and, in the United States case, in the face of perceptions of long-term economic decline. An important part of this reassessment involves an examination of the purpose and structure of the U.S.-Japan security relationship. In Japan, two events have prompted debate on the security relationship. The first is the apparent disappearance of a security threat from the former Soviet Union. The second is criticism-both domestic and foreign at Japan has received for its limited role in the Persian Gulf War.

First, the security relationship could come to an end if America is increasingly viewed as the 'policeman' of Asia or the 'cap in the bottle' of Japan without an identifiable benefit to match that role. While the United States was willing to subordinate economic concerns for the sake of security in the past, this will be increasingly difficult in the future. Second, the security arrangement could be threatened if Japan assumes a security role commensurate with its political and economic position in East Asia. If Japan increases the size of its military, this could cloud the rationale for the presence of American military forces in Japan. Japan might choose to do so because of regional dynamics, such as Korean unification; conflict caused by a fragmented or 'weak' China; or the emergence of a regional trading bloc in East Asia. Third, the emergence of China as the dominant power in East Asia might threaten the United States and Japan and reinvigorate their security alliance. China's efforts to increase its influence in the region could cause uneasiness in the United States and Japan prompting them to act as a 'balance' against China. Fourth, efforts to update the relationship could ensure its long-term survival.

They cooperate and compete at the same time, but if competition deteriorates into military conflict, the entire world has much to lose. The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. The steps he suggests won’t be easy, and effective political leadership will be absolutely critical. If implemented fully and correctly, however, they have the potential of reducing the perils of proximity in Asia.
