Having a low GNP, and consequently little real or latent military power, third world nations were considered unimportant from a military point of view. Yet great powers have traditionally been deeply involved in the periphery. Political scientist Michael Desch resolves this paradox, arguing that such areas can be of key importance for a variety of reasons. His discussion of the role third world nations can play in strategic matters is of particular relevance to developments in the post-Cold War world. When the Third World Matters examines U.S. strategy relating to Latin America at four critical points in history: World War I, World War II, the Cuban missile crisis, and the later Cold War. Desch shows how areas that appeared to have no inherent strategic interests nonetheless proved significant, either as a stopping point or entry way to some other, strategically important, area or as a foil to direct a rival power's attention from the main theater of action. Then, just as suddenly, we are released and forget the region. Has the end of the Cold War liberated the United States from the whirlpool of recurring interventions in Latin American politics? To answer this question, Robert Pastor draws on more than fifteen years of formulating and writing about U.S. foreign policy toward Latin America and the Caribbean. In this timely book, he maintains that the collapse of communism is less important in permitting the United States to escape the whirlpool than are the new trends of democracy and freer trade in the region. After a personal reminiscence of the Panamanian leader Omar Torrijos and his lessons for inter-American relations, Pastor provides an overview of U.S. Latin American policy under Presidents Carter, Reagan, and Bush and an analysis of the distinctive role played by Congress. Next he looks at the recurring challenges faced by the United States in this century - how it has tried but often failed to manage succession crises, stop revolutionaries, promote elections, and encourage development in the region. Finally, Pastor offers a series of far-reaching policy recommendations based partly on a redefinition of sovereignty. In the post-Cold War era, the United States still needs to cut the Gordian security knot that connects instability, intervention, and massive refugee flow and, at times, drugs and terrorism. To solve these problems and exit the whirlpool, Washington should renounce unilateral intervention and take the lead in establishing a new system to collectively defend democracy and forge a freer trade area. This new hemispheric democratic community would also give the United States an advantage in the economic competition against Japan and Germany, and it could serve as a model for a new relationship between the rich and poor nations of the world.

Richard Nixon sponsored a coup attempt in Chile. Ronald Reagan waged covert warfare in Nicaragua. Nearly a dozen times during the Cold War, American presidents turned their attention from standoffs with the Soviet Union to intervene in Latin American affairs. In each instance, it was declared that the security of the United States was at stake-but, as Michael Grow demonstrates, these actions had more to do with flexing presidential muscle than responding to imminent danger. From Eisenhower's toppling of Arbenz in Guatemala in 1954 to Bush's overthrow of Noriega in Panama in 1989, Grow casts a close eye on eight major cases of U.S. intervention in the Western Hemisphere, offering fresh interpretations of why they occurred and what they signified. The case studies also include the Bay of Pigs fiasco, Reagan's invasion of Grenada in 1983, and JFK's little-known 1963 intervention against the government of Cheddi Jagan in British Guiana. Grow argues that it was not threats to U.S. national security or endangered economic interests that were decisive in prompting presidents to launch these interventions. Rather, each intervention was part of a symbolic geopolitical chess match in which the White House sought to project an image of overpowering strength to audiences at home and abroad-in order to preserve both national and presidential credibility. As Grow also reveals, that impulse was routinely reinforced by local Latin American elites-such as Chilean businessmen or opposition Panamanian politicians-who actively promoted intervention in their own self-interest. LBJ's loud lament—“What can we do in Vietnam if we can't clean up the Dominican Republic?”—reflected just how preoccupied our presidents were with proving that the U.S. was no paper tiger and that they themselves were fearless and forceful leaders. Meticulously argued and provocative, Grow's bold reinterpretation of Cold War history shows that this special preoccupation with credibility was at the very core of our presidents' approach to foreign relations, especially those involving our Latin American neighbors.
