Book excerpt: The book analyses the strategic rationale of the American security commitment to South Korea in the light of the palpable failure of containment strategy in Indo-China. During the 1970s the dilemma confronting successive American administrations was that, whilst wishing to maintain their old commitment to South Korea, they had no desire to preside over another Vietnam. Military commitment and political support were necessarily disengaged, and the Nixon doctrine served as both the end and the means of containment strategy in Asia. The study identifies the principal conditions that have influenced changing American perspectives on South Korea, and examines some of the general problems of collective security in the region. Unique in the direct engagement of China, the Soviet Union and the United States, the security position of South Korea bears directly upon the achievement of peace and stability throughout East Asia.

Exporting Freedom charts the rise of religious freedom as an ideal firmly enshrined in international law and shows how America’s promotion of the cause of individuals worldwide to freely practice their faith advanced its ascent as a global power. Anna Su traces America’s exportation of religious freedom in various laws and policies enacted over the course of the twentieth century, in diverse locations and under a variety of historical circumstances. Influenced by growing religious tolerance at home and inspired by a belief in the United States’ obligation to protect the persecuted beyond its borders, American officials drafted constitutions as part of military occupations—in the Philippines after the Spanish-American War, in Japan following World War II, and in Iraq after 2003. They also spearheaded efforts to reform the international legal order by pursuing Wilsonian principles in the League of Nations, drafting the United Nations Charter, and signing the Helsinki Accords during the Cold War. The fruits of these labors are evident in the religious freedom provisions in international legal instruments, regional human rights conventions, and national constitutions. The Middle East provides the most dramatic example. Here, the Arab-Israeli military balance was stabilized, Egypt was persuaded and enabled to forsake its heavy dependence upon the Soviet Union, conditions favorable to peace negotiations were arranged, and important interim agreements were brokered by the United States. In the Persian Gulf, the promotion of Iran and Saudi Arabia as effective guarantors of regional stability in the wake of British withdrawal, and maintaining the pro-Western orientation of these governments, are shown to have been essential to crucial United States and Western interests. The dramatic reversal with the collapse of the Shah's government is assessed, as are the causes of that post-Nixon debacle. The battles that accompanied the administration's initiatives—battles with hostile nations, with allies, with the Congress, and even within the administration—and the diplomatic and political moves by which opposition was overcome provide the stuff of an exciting and instructive narrative.
