The U.S. Department of Homeland Security was established on January 23, 2003, in response to the September 11, 2001, terrorist attacks against the World Trade Center and the Pentagon. The Emergency Preparedness and Response Directorate of the U.S. Department of Homeland Security is built upon the long and solid track record of the Federal Emergency Management Agency (FEMA). It oversees the federal government's national response and recovery strategy and ensures our nation is prepared for natural disasters and terrorist attacks. Israel does not have a Department of Homeland Security. Israel established its Home Front Command, an entity of the Israel Defense Force (IDF), in February 1992, largely as a result of events of the 1991 Gulf War. The Home Front Command falls under the minister of defense within the IDF. There are certainly lessons the United States can learn from Israel's 35-year battle against terrorism. We must not forget, however, that Israel is a small country approximately the size of our state of New Jersey. Therefore, many of Israel's security initiatives are simply not practical or feasible for implementation within the United States of America.

He began as a soldier in the Palmach, the elite underground unit of the Jewish community in Palestine, served in the 1948 War of Independence, and ultimately became chief of staff of the Israel Defense Force (IDF), defense minister in several governments, ambassador to the United States, and, twice, prime minister. As chief of staff, Rabin led the IDF to its triumph in the 1967 Six Day War. He was assassinated in 1995 as prime minister as he left a peace rally. Drawing on unpublished materials and interviews with important sources, including Rabin himself, Efraim Inbar's work offers a systematic study of Rabin's strategic thinking and his policies. Topics include the evolution of Rabin's thinking, his contributions to IDF military buildup, his stress on Israel's relationship to the United States, his attitudes toward the use of force, and his approach to Israel's nuclear status in the Middle East. Inbar's conclusion evaluates Rabin's contribution to Israel's national security and assesses Rabin's personal transition from warrior to peace maker. Tal concludes that previous security theory proved valid because it was based upon a decision to allocate the great portion of available resources, both intellectual and material, to secure national defense. However, this theory is no longer valid due to political changes in the Middle East and the development of modern military technologies. He asserts a new approach that rests upon mutual strategic deterrence throughout the region.
