Book excerpt: First in a series of annual reports, this volume is about people and about how development enlarges their choices--access to income, long life, knowledge, political freedom, personal security, community participation, and guaranteed human rights. It measures human development not by the yardstick of income alone, but by the human development index--reflecting life expectancy, literacy and command over resources to enjoy a decent standard of living. The report analyzes the record of human development for the last three decades and the experience of 14 countries in managing economic growth and human development. The volume concludes with human development indicators for more than 130 countries, both developing and developed. ISBN 0-19-306481-X (pbk.): $15.95.

Book excerpt: The Human Development Report, now in its seventh edition, updates the unique Human Development Indicators comparing human development in most countries of the world, and the data tables on all aspects of human development. The special focus of this edition is on the important link between economic growth and human development. The Report maintains that the link is not automatic but can be established through proper policy management, arguing the case for initiating and accelerating economic growth and at the same time accelerating and sustaining human development in different parts of the world. The Report also maintains that the quality of growth is as important as its quantity; otherwise, growth can be jobless, voiceless, ruthless, rootless, and futureless. It identifies employment as an important instrument in translating the benefits of economic growth into people's lives. An indispensable resource for courses in international development, the Report ranks 174 countries according to the Human Development Index (HDI). It also gives the global ranking of more than 100 countries in terms of Gender-Related Development Index (GDI) and the Gender Empowerment Measure (GEM). The first index represents HDI, taking into account gender inequality in capabilities, and the second represents female opportunities in selected economic and political areas. New to this edition is the Capability Poverty Measure (CPM), which is used as an alternative to the traditional income poverty measure. The Report concludes that the future challenge is how to forge and sustain the desired kind of linkage between economic growth and human development in a globalized world which represents both opportunities and threats for the nations of the world.

Available in PDF, EPUB and Kindle. Book excerpt: Human Development has been advocated as the prime development goal since 1990, when the publication of the first UNDP Human Development Report proposed that development should improve the lives people lead in multiple dimensions instead of primarily pursuing economic growth. This approach forms the foundation of Advancing Human Development: Theory and Practice. It traces the evolution of approaches to development, showing how the Human Development approach emerged as a consequence of defects in earlier strategies. Advancing Human Development argues that Human Development is superior to measures of societal happiness. It investigates the determinants of success and failure in Human Development across countries over the past forty years, taking a multidimensional approach to point to the importance of social institutions and social capabilities as essential aspects of change. It analyses political conditions underlying the performance of Human Development, and surveys global progress in multiple dimensions such as life expectancy, infant mortality, and education and outcomes, whilst reflecting on dimensions which have worsened over time, such as rising inequality and declining environmental conditions. These deteriorating conditions inform Advancing Human Development's account of the challenges to the Human Development approach, covering the insufficient attention paid to macroeconomic conditions and the economic structure needed for sustained success.

Book excerpt: The eleventh edition in the series, the Human Development Report 2000: Human Development and Human Rights provides a thought provoking analysis of these two interrelated and intertwined issues. Human rights and human development are mutually reinforcing and culminate in enlarged human freedom. The Report traces the history of struggle for human rights as a common human experience and outlines the new frontier of the rights agenda for the 21st Century. HDR 2000 demonstrates the ways in which human rights enrich human development goals: adding moral force and ideas of claims, duties and obligations. Human development, in turn, brings a dynamic long-term perspective to human rights and adds more concrete analysis, quantification, and must consider the human rights impacts of policy choices. The Report analyses how human rights must be respected, protected and promoted in the development process. To that end, it addresses the accountability of governments to fulfill their duties, and provides a timely analysis of the duties and obligations of newer actors in the fields of human rights and human development such as corporations, NGOs, individuals, the international community and markets. Of particular importance is consideration of how the current global economic rules and institutions address human rights issues. The Report proposes strategies for promoting development that also protect and further human rights, with significant implications for a pro-human rights approach to development. HDR 2000 includes and updates the widely respected Human Development Indicators that compare the relative levels of human development in most countries of the world, and presents data tables on all aspects of human development.

Book excerpt: Since its headline-making debut, the Human Development Report has become an essential resource for development specialists, economists, and political scientists around the world. While previous Human Development Reports focused on investment in people, the 1993 Report not only updates the findings of the earlier volumes, but shifts the focus towards the "other" side of human development--mobilizing and utilizing human potential. The Report surveys the instruments for enhancing and encouraging participatory patterns of development, including privatization and participatory market structures, vertical and horizontal decentralization of government functions, devolution of government powers, enterprise decentralization, involvement of NGOs and other grass-roots organizations, and empowerment of people. It probes the vital connections between employment and development, and offers a global framework for employment that takes into account the growing pressure for international migration. In addition, it examines links between human development and international markets for ucts, capital, and labor, and presents updated human development indicators for more than 160 countries.

Available in PDF, EPUB and Kindle. Book excerpt: This work explores a new development paradigm whose central focus is on human well-being. Increase in income is treated as an essential means, but not as the end of development, and certainly not as the sum of human life. Development policies and strategies are discussed which link economic growth with human lives in various societies. The book also analyzes the evolution of a new Human Development Index which is a far more comprehensive measure of socio-economic progress of nations than the traditional measure of Gross National Product. For the first time, a Political Freedom Index is also presented. The book offers a new vision of human security for the twenty-first century where real security is equated with security of people in their homes, their jobs, their communities, and their environment. The book discusses many concrete proposals in this context, including a global compact to overcome the worst aspects of global poverty within a decade, key reforms in the Bretton Woods institutions of World Bank and IMF, and establishment of a new Economic Security Council within the United Nations.

Book excerpt: By the winner of the 1988 Nobel Prize in Economics, an essential and paradigm-altering framework for understanding economic development--for both rich and poor--in the twenty-first century. Freedom, Sen argues, is both the end and most efficient means of sustaining economic life and the key to securing the general welfare of the world's entire population. Releasing the idea of individual freedom from association with any particular historical, intellectual, political, or religious tradition, Sen clearly demonstrates its current applicability and possibilities. In the new global economy, where, despite unprecedented increases in overall opulence, the contemporary world denies elementary freedoms to vast numbers--perhaps even the majority of people--he concludes, it is still possible to practically and optimistically restain a sense of social accountability. Development as Freedom is essential reading.

Book excerpt: This report revisits the theoretical concepts of inequalities including their measurements, analyzes their global trends, presents the policy makers' perception of inequalities in 15 countries and identifies various policy options in combating this major development challenge of our time. The report makes the basic point that in spite of the impressive progress humanity has made on many fronts over the decades, it still remains deeply divided. In that context, it is intended to help development actors, citizens, and policy makers contribute to global dialogues and initiate conversations in their own countries about the drivers and extent of inequalities, their impact, and the ways in which they can be curbed.

Book excerpt: The 2016 Human Development Report focuses on how human development can be ensured for every one, now and in future. It starts with an account of the hopes and challenges of today's world, envisioning where humanity wants to go. Our vision draws from and builds on the 2030 Agenda for Sustainable Development that the 193 member states of the United Nations endorsed last year, and the 17 Sustainable Development Goals (SDGs) the world has committed to achieve. The Report explores who has been left behind in human development progress and why. It argues that to ensure that human development reaches everyone, a mere mapping of the nature and location of deprivations is not enough. Some aspects of the human development framework and assessment perspectives have to be brought to the fore. The Report also identifies the national policies and key strategies to ensure that will enable every human being achieve at least basic human development and to sustain and protect the gains. And it addresses the structural challenges of global institutions and presents options for reform.

Available in PDF, EPUB and Kindle. Book excerpt: Human Development in an Unequal World deals with the twenty-first-century challenges of unstable economic growth and sustainability and the re-emergence of deprivations and inequalities in multiple realms. It argues that the broader perspective of human development is most suited in reorienting development towards a more equitable, sustainable, and empowering world. The authors discuss the concept and philosophy of the capabilities and human development approach, its measurement, the links between economic growth and human development, and the role of social sector policy, gender equality, and securing sustainability. In doing so, they analyse frameworks, processes, institutions, and actors, and weave together concepts, methods, and evidence from numerous developing countries. The chapters offer an integrated understanding of the importance of capabilities, freedoms, and human flourishing in the process of development. This volume calls for an approach that focuses on the humanness of development and brings people back to the centre stage—a phenomenon that has receded to the background in the neoliberal era.

Available in PDF, EPUB and Kindle. Book excerpt: Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
