Unfortunately for him, the convoy of which he was part was stopped by partisans and his features, made so familiar by Fascist propaganda, gave him away. He was one of the tyrant-killers who so scarred interwar Europe, but we cannot properly understand him or his regime by any simple equation with Hitler or Stalin. Explanations of its failure vary from economic backwardness or a political culture shaped by autocracy to claims that liberals ruined their chances by pursuing nothing but narrow middle class interests. This study examines the liberal record to weigh the accuracy of these approaches. Ashley focuses on three controversial issues: public works, social reform, and public order. The railroads would test liberal commitment to laissez-faire, labor laws their pledge to protect all citizens, and dissent their allegiance to individual rights. In each case, liberals compromised their principles. What they decided defined the Italian variant of liberalism by transforming it from a doctrine to concrete practices and political behaviors. Particularly after 1890, liberals increasingly made empiricism the primary justification for policy and dismissed abstract principles as beneath notice. This shift helps explain why liberalism lost authority and credibility as a set of moral imperatives and as a coherent world view in Italy, as well as why it failed to offer most Italians a compelling alternative to either Socialsim or Fascism. Examining what liberals said and did, however, does not entirely support the despairing judgment of so many historians. Italian liberals managed to build a liberal state and to make it function against intransigent obstacles.

Book excerpt: Starting in the early 1900s, male and female elementary schoolteachers in Italy gained increasing awareness of the role of social workers in the fight against illiteracy and in creating civic consciousness based on widespread, qualified education. In 1900, the Unione Magistrale (the Teachers Association) was founded; in 1919, the Sindacato Magistrale (the Italian Teachers Union, a member of the General Confederation of Labor) was created. Inevitably, some of these teachers, firmly convinced of their duty, opposed fascism which, from the moment it originated, aimed at creating obedient boys who were loyal to fascist doctrine and trained in warfare, and girls ready to become the mothers and wives of soldiers. These teachers resisted in the most diverse ways. Some were forced to abandon teaching, a number of them were killed by fascist violence, but others were able to navigate the restrictions imposed on them by the regime. In Teaching Freedom, the author reconstructs twelve biographies of these teachers, based on unpublished material and archive documents, in a form of research suspended between history and pedagogy. The chronological order of the stories retraces the way fascism progressively seized power, suffocating all forms of freedom of expression. Moreover, the study of newly-found documents and various testimonies show the teachers' ceaseless invention of alternative teaching strategies.

Against Redemption concentrates on the historical period in which disagreement was at its highest: the transition between the downfall of Mussolini in July 1943 and the victory of the Christian Democrats over the Left in the 1948 general elections. By dispelling the silence around the range of opinion in the years before the ideological struggle fossilized into Cold War oppositions, this book points to early postwar literary practices as the main vehicle for intellectual dissent, shedding new light on the role of cultural policies in institutionalizing collective memory. During Italy’s transition to democracy, competing narratives over the recent traumatic past emerged and crystallized, depicting the country’s break with Mussolini’s regime as a political and personal redemption from its politics of exclusion and unrestrained use of violence. Conversely, outstanding authors such as Elsa Morante, Carlo Levi, Alberto Moravia, and Curzio Malaparte, in close dialogue with remarkable but now-neglected figures, stressed the cultural continuity between the new democracy and Fascism, igniting heated debates from opposite political standpoints. Their works addressed questions such as the working through of national defeat, Italian responsibility in World War II, and the Holocaust, revealing how the social, racial, and gender biases that characterized Fascism survived after its demise and haunted the newborn democracy.

From a formal point of view the right to family reunification, enjoys international and national protection. This book examines the protection of family life and family reunification within the framework of international conventions on human rights, family reunification and the protection of family life in the area of justice, the rights of family members of European citizens in the EU legislation and the case law; the rules set by the Directives 2004/38/EC and 2003/86/EC, the relationship between EU legislation on family reunification and the respect of national rules governing the entry and residence of migrants. An important part of this work is dedicated to the right of family reunification in the national law, namely to protect the family unit in Italy in accordance with the Consolidated immigration no. 296/98.
