Trade unions continue to be a significant feature of many labor markets, particularly in developing countries, and issues of labor market regulations and labor institutions remain critically important to researchers and policy makers. The relations between unions and management can range between cooperation and conflict; unions have powerful offsetting wage and non-wage effects that economists and other social scientists have long debated. Do the benefits of unionism exceed the costs to the economy and society writ large, or do the costs exceed the benefits? The Economics of Trade Unions offers the first comprehensive review, analysis and evaluation of the empirical literature on the microeconomic effects of trade unions using the tools of meta-regression analysis to identify and quantify the economic impact of trade unions, as well as to correct research design faults, the effects of selection bias and model misspecification. The effect of these changes on establishment productivity, however, is unclear. Existing evidence is based on a comparison of union/non-union differences in value added per hour worked. Although positive union effects have been estimated, possible differences in prices and technology in the union and non-union sectors render the results inconclusive. The effect of unions on productivity is examined in the present paper using establishment level data from the U.S. cement industry. The cement industry provides a useful empirical framework. Output is easily measured in physical terms, and data on both union and non-union establishments permit estimation of the union effect controlling for differences in technology. The results suggest that unionized establishments are 6-8 percent more productive than their non-union counterparts. This conclusion is supported in time series data, where a comparison of productivity before and after unionization reveals a positive union effect of similar magnitude. Since the statistical analysis controls for capital-labor substitution, scale effects and technological change, the evidence suggests that unionization leads to productive changes in the operation of the enterprise. The results are relatively robust. Specification changes and adjustments for omitted variables leave the basic findings intact

Book excerpt: This paper examines the impact of unionization on profit- ability, growth and productivity using time series data on over 900 product line businesses in the North American manufacturing sector (predominantly U.S.). The first section of the paper develops a simple theoretical framework for studying the effect of the union on firm performance. A key result of this analysis is that information about union wage and productivity effects is not sufficient to permit prediction of the sign (or magnitude) of consequent changes in the rate of return on capital; one must know the parameters of production and demand. Expanding the model to allow for the effects of market structure and alternative bargaining regimes establishes the need to examine several indicators of firm performance in assessing the impact of the union. The empirical analysis reveals sizeable negative union effects on profitability, but growth, productivity and the capital-labor ratio appear to be little affected by unionization in this data. The data are thus consistent with a model of union-firm interaction in which collective bargaining affects the distribution of profits, but leaves real magnitudes unchanged. The evidence suggests, however, that unionization may have longer term implications for efficiency since the impact on profitability appears to fall most heavily on firms with relatively little market power.

Book excerpt: This paper summarized some new evidence concerning the impact of collective bargaining on productivity for workers of a given quality working with the same amount of capital. The new findings, which are based on econometric investigations, indicate that in many sectors, in particular manufacturing and construction, unionized work places are on average more productive than those that are nonunion. This positive union productivity effect is not an immutable constant. For example, in the underground bituminous coal industry, unionized mines were significantly less productive than nonunion mines in 1975 although they were significantly more productive in 1965.The routes by which unions affect productivity have not yet been carefully delineated, and they appear to differ from sector to sector. In manufacturing, reduced turnover and improved management seem to be key; in construction, better trained workers and more rationalized hiring and supervision seem to be primary. Finally, while the union/nonunion productivity differential is likely to be positive, it is on average not large enough to offset the greater compensation and capital intensity under unionism. Hence, higher productivity and lower profitability appear to go hand in hand under collective bargaining
