Hatcher became the first black mayor of Gary, Indiana in 1967, the response of Gary's white businessmen was to move the entire downtown to the suburbs, thereby weakening the city core. Meanwhile, white business and institutional leaders in Atlanta, Detroit, and Newark worked with black mayors heading those majority-black cities to rebuild their downtowns and neigh¬borhoods. Why not Gary? Robert A. Catlin, who served as Mayor Hatcher's planning advisor from 1982 to 1987, here analyzes the racial conflicts that tore Gary apart. He asserts that two types of majority-black cities exist. Type I -- including Atlanta, Baltimore, Detroit, and Newark -- have Fortune 500 corporate headquarters, major universities, and large medical centers -- institutions that are placebound -- and their leaders must work with black mayors. Type II cities like Gary lack these resources; thus, their white leaders feel less compelled to cooperate with black mayors. Unfortunately in Gary's case, black politicians and white executives fell victim to pettiness and mistrust, and, as a result, Gary and the entire northwest Indiana region suffered. Racial Politics and Urban Planning is required reading for citizens interested in urban affairs. Leaders in cities such as Albany and Macon, Georgia; Monroe, Louisiana; Mount Vernon, New York; and Pine Bluff, Arkansas, should also take note. Those cities have just become majority black and are in the Type II category. Will they learn from Gary, or are they doomed to repeat its mistakes?

While coups drive a majority of regime changes and are responsible for the overthrow of many democratic governments, there has been very little empirical work on the subject. Seizing Power develops a new theory of coup dynamics and outcomes, drawing on 300 hours of interviews with coup participants and an original dataset of 471 coup attempts worldwide from 1950 to 2000. Naunihal Singh delivers a concise and empirical evaluation, arguing that understanding the dynamics of military factions is essential to predicting the success or failure of coups. Singh draws on an aspect of game theory known as a coordination game to explain coup dynamics. He finds a strong correlation between successful coups and the ability of military actors to project control and the inevitability of success. Examining Ghana’s multiple coups and the 1991 coup attempt in the USSR, Singh shows how military actors project an image of impending victory that is often more powerful than the reality on the ground. In addition, Singh also identifies three distinct types of coup dynamics, each with a different probability of success, based on where within the organization each coup originated: coups from top military officers, coups from the middle ranks, and mutinous coups from low-level soldiers.

Municipalities in the US were first merged as early as 1848. However, despite being merged at the turn of the twentieth the city of New York was effectively bankrupt by 1975. In contrast metropolitan Boston - often seen as a recent success story in global competition - comprises 282 distinct municipalities. Outside the United States, forced municipal mergers were a popular policy in many European countries and Canadian provinces during the 1960s and 1970s. The city of Laval, just north of Montreal, and the "unicity" of Winnipeg owe their origins to this period – both amalgamations failed to meet their original objectives. Despite the emergence of "public choice" theory - which justifies municipal fragmentation on market principles - some politicians and public servants in the 1990s have continued to advocate municipal amalgamations as a means of reducing public expenditure, particularly in Ontario. In Merger Mania Andrew Sancton demonstrates that this approach has generally not saved money. He examines the history of amalgamation, as well as studying recent forced municipal mergers in Halifax, Toronto, Ottawa, Hamilton, and Sudbury. In the concluding chapter he examines the case for municipal amalgamation on the Island of Montreal and argues that those who would abolish locally elected municipal councils are obligated to explain very carefully - especially in light of evidence to the contrary - exactly why they think such drastic measures are necessary. A compelling examination of a timely issue, Merger Mania is a must-read for anyone interested in the politics of city governments.
