Book excerpt: Excerpt from Uniform Crime Reports for the United States, 1989 In l927, the International Association of Chiefs of Police established an advisory group comprising law enforcement executives, criminologists, specialists in public administration, and public officials. Their task was to develop a program for the compilation of crime statistics in the United States. In 1930, their job completed, the administration of the new Uniform Crime Reporting Program was assumed by the fbi. For over 60 years the program has operated successfully and has benefited not only law enforcement but Federal, state, and local governments as well. The data have been utilized by those in the academic field to measure the effects of crime on the populace and to identify areas for social reform. As the official recipient of the data for the Department of Justice, the fbi has benefited greatly from the close harmony and comradeship with local law enforcement which has grown through managing the program. The willingness of over law enforcement jurisdictions, which represent 96 percent of the population of the United States, to voluntarily participate in the Uniform Crime Reporting Program attests to its importance and stature. Each year when Crime in the United States is published and when preliminary reports are released, the data are eagerly awaited by those who seek to improve society, the home, and the workplace. They are also utilized by news media, tourism agencies, and others with an interest in crime in our Nation. Often, however, the data are used to rank cities and counties based on their Crime Index figures. Such rankings sometimes create improper perceptions which adversely affect those living and working in the identified cities. Those in law enforcement who so carefully collect and report the statistics are done a great disservice by less than judicious examination of the data and other relevant factors contained within the confines of the publication. I believe it is incumbent upon all who would seek to use Uniform Crime Reporting data to become as well educated as possible when attempting to quantify the nature and extent of crime in the United States. To do less is an affront to those men and women who place their lives on the line through serving the public in the law enforcement field. Valid assessments of the Nation's crime problem are only possible with careful study and analysis of the various unique conditions affecting each local law enforcement jurisdiction. Book excerpt: Excerpt from Uniform Crime Reports for the United States: 1980 With the issuance of Crime in the United States - 1980, we in law enforcement reflect on the decade of the 705 with mixed emotions. It would appear that the concerted efforts of law enforcement at all levels of government have yet to find a panacea in the fight against crime. The decade saw a 50-percent increase in crimes reported to law enforcement as measured by the Crime Index. There were only 2 years - 1972 and l977 - when we experienced a respite; all other years were characterized by increases. Students of the crime problem have pointed to various reasons for the growth in reported crime during the last 10-year period. Among these were a higher sensitivity on the part of the public in reporting crimes that were heretofore unreported, an economic situation conducive to the commission of crime, and a lowering of the threshold of risk in being prosecuted for the commission of a crime. While these or other reasons may explain that 50 percent increase, the fact still remains that our society was and is faced with a burdensome social problem. Crime is a major concern; its reduction has to be a, national responsibility. If we are to enter the decade of the 803 with the legacy of the 705, then the task of law enforcement becomes even more onerous. As shown by the phenomenon of the past 10 years, law enforcement alone cannot cope with this grave social ill.
