Yet from time to time unfair pressures, often political in nature, are brought to bear on a police department which has exposed a local crime problem. This happens despite the fact that law enforcement efforts to control crime are basically lim ited to effective preventive patrol and deterrence through successful investigation. Crime, like a disease, can only be treated after identification and full exposure. It cannot be erased by employing different and less repugnant terms for criminal acts, thus, in a sense, defining them out of existence. Law enforcement is a public service and as such imposes an obliga tion on each executive head of a department to advise his community of crime conditions, whether favorable or unfavorable, and the extent and the effectiveness of the police operation. For the most part, this is done through the use of crime statistics, which we in law enforce ment should look upon as a means to measure the blood pressure of the department. They will indicate weaknesses and strength, as well as suggest certain Operational and administrative needs; The purpose of crime reporting then is dual; namely, public disclosure and internal appraisal. Law enforcement records are the basic source of crime data, and the police executive, because of his daily experience with crime incidents, is uniquely qualified to interpret crime counts. It is extremely important that the chief or sheriff in releasing these numbers also make available his knowledge of their meaning. This should include the wide range of circumstances involved in each crime classification, general facts about the types of persons who commit these crimes, assistance that can be rendered by local citizens in reducing the opportunity for crime, and particularly the limitations of the police prevention and deterrence efforts. Although the responsibility for reversing our crime trend is vested in the entire community, law enforcement fulfills its obligation by effectively carrying out its traditional role and by taking the leader ship in directing community attention to specific crime problems, including public indifference. During 1981, this volume remained at the same level. While the stabilization may be interpreted as a social message that law enforcement is holding its own, we must concede that we still have a serious crime problem - one that requires new and better methods to combat. Crime has undergone some subtle changes in recent times. Although it is a grave urban problem, the sparsely inhabited areas of our country have experienced increasing crime rates as our population has tended to move away from the heavily populated urban centers. With this spreading out of our population, the number of commercial establishments in once primarily residential areas has soared, providing greater opportunities for crime. These and other changes have made enforcement responsibilities even more difficult. An issue of great concern is youthful criminal involvement. In spite of various changes in the realm of criminal activity, one element has remained constant - the age group which tends to be arrest prone. Those individuals between the ages of 16 and 24 are arrested with greater frequency than any other segment of the population. Short-term studies reveal that the peak age for violent crime arrests is 18 and for property crime arrests, the age of 16. This is not a heartening discovery. It suggests that we must find ingenious and innovative methods to divert our youth from becoming involved in illegal activities. As has been pointed out by many knowledgeable students of the crime problem, large expenditures of public resources will not alone result in significant inroads on crime. No segment of the criminal justice system, whether it be law enforcement, courts, prosecution, corrections, or rehabilitation, has individually or in concert with others been able to stem the creeping tide of criminality. If we are to succeed in making some impact on crime, then the American public must join hands with the criminal justice community and focus attention on this social ill. Every citizen is directly or indirectly touched by crime either through taxation or actual victimization. Until we come to grips with the reality that all of us are, in some way, crime victims, the problem cannot be effectively addressed. The passage of the Omnibus Crime Control and Safe Streets Act of 1968 is the result of a national demand for public order. This far-reaching Act, signed into law by the President, promises substantial financial and functional sup port to local and state law enforcement agencies. Achievement of this Act's objective - to improve the performance of law enforcement - will depend on wise application of the funds available and sound implementation of the Act's provisions by state and local agencies. As I stated on these pages last year, a vital need within the state is effective criminal justice statistical programs. Crime statistics are necessary if the states are to know the extent and nature of the crime problem and be in a position to intelligently plan for and evaluate their criminal justice systems. These programs are an essential part of statewide computerized information systems which are rapidly being developed. The fbi has been providing assistance to a number of states during the past several years in developing statewide programs of police statistics and stands ready to afford such assistance to all states upon request. The Omnibus Crime Control and Safe Streets Act offers the states financial help in developing and implementing such systems, including a collection of police statistics. Uniform Crime Reports provides this country's only nationwide view of crime. This Program does present a practical measure of this Nation's most common local crime problems. Like the collection of other mass social data, it cannot be statistically pure. The development of state programs of police statistics will further improve the quality and completeness of Uniform Crime Reports. Certainly, any national collection of complete criminal justice statistics will require standards that can be obtained only through centralized state programs.
