The Review of African Political Economy has engaged extensively with issues of conflict and security, both analysing on-going conflicts and often challenging predominant modes of explanation and interpretation. During this period, the U.S. developed a one-sided relationship with various African states in which the latter served as "foot soldiers" for the U.S. in its competition with the Soviet Union for global domination. Among other things, the various client African states provided the U.S. with access to airfields, deep water ports and sites for the establishment of various intelligence gathering facilities. In addition, the U.S. used various groups like UNITA led by Jonas Savimbi in Angola to undermine and fight pro-Soviet regimes on the continent. The second cycle of the relationship covered the period 1991-1998. During this time, the U.S. scaled down its security activities in Africa. The major reason was that with the end of the Cold War Africa(with few exceptions like Egypt) was no longer a major front for the promotion of U.S. Security interests. The third cycle commenced in 1998 and ended in 2001. This period was characterized by the U.S.’ search for an approach to frame its security relations with Africa. In this vein, the U.S. undertook various military-security initiatives . The fourth cycle began after the 9/11 terrorist attacks against the American homeland. Since then, the U.S. has expanded the scope of its security relations with Africa, as reflected in the establishment of various initiatives and programs. At the core is the prosecution of the American "war on terror." Against this backdrop, this book examines some of the major dimensions of the U.S.’ security relations with Africa, including American security interests on the continent, the "war on terror," AFRICOM, and military cooperation. Using the book’s integrative theoretical framework, each of the chapters in the volume examines the various factors that shape the issue of focus.

Book excerpt: This paper explores the effect of news shocks on the current account and other macroeconomic variables using worldwide giant oil discoveries as a directly observable measure of news shocks about future output ? the delay between a discovery and production is on average 4 to 6 years. We first present a two-sector small open economy model in order to predict the responses of macroeconomic aggregates to news of an oil discovery. We then estimate the effects of giant oil discoveries on a large panel of countries. Our empirical estimates are consistent with the predictions of the model. After an oil discovery, the current account and saving rate decline for the first 5 years and then rise sharply during the ensuing years. Investment rises robustly soon after the news arrives, while GDP does not increase until after 5 years. Employment rates fall slightly for a sustained period of time.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Nearly a decade after the great recession of 2008, homelessness rates are once again rising across the United States, with the number of persons experiencing homelessness surpassing the number of individuals suffering from opioid use disorders annually. Homelessness presents serious adverse consequences for physical and mental health, and ultimately worsens health disparities for already at-risk low-income and minority populations. While some state-level policies have been implemented to address homelessness, these services are often not designed to target chronic homelessness and subsequently fail in policy implementation by engendering barriers to local homeless policy solutions. In the face of this crisis, Ungoverned and Out of Sight seeks to understand the political processes influencing adoption of best-practice solutions to reduce chronic homelessness in US municipalities. Drawing on unique research from three exemplar municipal case studies in San Francisco, CA, Atlanta, GA, and Shreveport, LA, this volume explores conflicting policy solutions in the highly decentralized homeless policy space and provides recommendations to improve homeless governance systems and deliver policies that will successfully diminish chronic homelessness. Until issues of authority and fragmentation across competing or misaligned policy spaces are addressed through improved coordination and oversight, local and national policies intended to reduce homelessness may not succeed.

Yet working through local proxies or agents, through what Eli Berman and David A. Lake call a strategy of "indirect control," has always been a central tool of foreign policy. Understanding how countries motivate local allies to act in sometimes costly ways, and when and how that strategy succeeds, is essential to effective foreign policy in today's world. In this splendid collection, Berman and Lake apply a variant of principal-agent theory in which the alignment of interests or objectives between a powerful state and a local proxy is central. Through analysis of nine detailed cases, Proxy Wars finds that: when principals use rewards and punishments tailored to the agent's domestic politics, proxies typically comply with their wishes; when the threat to the principal or the costs to the agent increase, the principal responds with higher-powered incentives and the proxy responds with greater effort; if interests diverge too much, the principal must either take direct action or admit that indirect control is unworkable.
