Book excerpt: If health policy truly seeks to improve population health and reduce health disparities, addressing homelessness must be a priority Homelessness is a public health problem. Nearly a decade after the great recession of 2008, homelessness rates are once again rising across the United States, with the number of persons experiencing homelessness surpassing the number of individuals suffering from opioid use disorders annually. Homelessness presents serious adverse consequences for physical and mental health, and ultimately worsens health disparities for already at-risk low-income and minority populations. While some state-level policies have been implemented to address homelessness, these services are often not designed to target chronic homelessness and subsequently fail in policy implementation by engendering barriers to local homeless policy solutions. In the face of this crisis, Ungoverned and Out of Sight seeks to understand the political processes influencing adoption of best-practice solutions to reduce chronic homelessness in US municipalities. Drawing on unique research from three exemplar municipal case studies in San Francisco, CA, Atlanta, GA, and Shreveport, LA, this volume explores conflicting policy solutions in the highly decentralized homeless policy space and provides recommendations to improve homeless governance systems and deliver policies that will successfully diminish chronic homelessness. Until issues of authority and fragmentation across competing or misaligned policy spaces are addressed through improved coordination and oversight, local and national policies intended to reduce homelessness may not succeed.

Despite consistent downsizing, over the past two decades the armed forces of the industrial democracies have seen a huge growth in Special Operations Forces (SOF). Through increasing numbers of personnel and more frequent deployments, SOF units have wielded considerable influence in conflicts around the world, with senior SOF officers having led major strategic operations. This increased presence and unprecedented expansion for SOF is largely a result of the ‘new’ kinds of conflicts that have emerged in the 21st century. At the same time, even with this high profile in the military, policy and media and popular cultural arenas, there is relatively little social scientific research on SOF. This volume aims to fill this gap by providing a series of studies and analyses of SOF across the globe, since the end of World War II. Analysing SOF at the micro, mezzo and macro levels provides broad and diverse insights. Moreover, the volume deals with new issues raised by the use of such forces that include emerging modes of civilian control, innovative organizational forms and the special psychological characteristics necessitated by SOF operatives. Landpower in the Long War: Projecting Force After 9/11, edited by Jason W. Warren, is the first holistic academic analysis of American strategic landpower. Divided into thematic sections, this study presents a comprehensive approach to a critical aspect of US foreign policy as the threat or ability to use force underpins diplomacy. The text begins with more traditional issues, such as strategy and civilian-military relations, and works its way to more contemporary topics, such as how socio-cultural considerations effect the landpower force. It also includes a synopsis of the suppressed Iraq report from one of the now retired leaders of that effort.
