Book excerpt: The purpose of this paper is to investigate the effects of unemployment insurance (UI) on durations of non-employment and unemployment by conducting an econometric study of the probability that a spell of unemployment or non-employment will end within a given time period and of the factors that affect that probability. The study uses data from the Labour Force Survey and Labour Market Activity Survey for 1986-87 and 1988-90. An examination of non-employment spells in a two-state model of the labour market focuses on the role played by various indicators of UI recipiency, allowing for personal and regional effects on non-employment durations. Various employment outcomes are then seen as alternative or competing risks in an attempt to see whether UI recipiency operates in a different way in determining the probability of reaching different outcomes. A three-state model of the labour market is examined to analyze unemployment (rather than non-employment) durations and the effect of UI recipiency on the probability of moving into employment or leaving the labour force altogether.

Our algorithm extends the standard multinomial logit model, although our basic approach could be used with other stochastic models as well. We apply this algorithm to study the effect of unemployment insurance (UI) on transitions from unemployment to employment and out of the labor force. Our results suggest that VI lengthens unemployment spells by reducing both transition rates, and show that correcting for measurement error strengthens the apparent effect of VI on spell durations.

It presents a dynamic matching model in which state sector firms endogenously shed labor and private job creation takes time. Two main conclusions arises. First, higher unemployment benefits increase steady-state unemployment, and, during the transition, they reduce the fall in real wages and speed up closure of state enterprises. Second, higher minimum wages can theoretically speed up the elimination of state sector jobs without affecting steady-state unemployment. These results are broadly consistent with existing evidence on the dynamics of unemployment and real wages in transition economies.
