Book excerpt: Excerpt from Unemployment Insurance in Theory and Practice The widespread unemployment produced by the industrial depression of 1921, the extent of unemployment in the United States during normal years, the increasing experimentation abroad with forms of social insurance against unemployment, and the bills providing for public unemployment insurance which have been introduced into the legislatures of several states, all have combined to make the question of unemployment insurance of growing importance in this country. That A unemployment is a national problem of the first order and that a broad, constructive program for dealing with it is a national need, requires no emphasis today. The conflicting social and economic points of view as to what this program should be, the varied interpretations of European experience with unemployment insurance and the prevailing vagueness of information on the situation in the United States as regards the application of public insurance to the unemployment problem, make Man impartial analysis of the question highly desirable. The purpose of the present report is to discuss the problem of the relation of public unemployment insurance to conditions in the United States, through an analysis of the theory of such insurance, an examination of European experience with its, various forms and a survey of the need and basis for public a unemployment insurance in the United States. Legislative. projects for such insurance in this country are studied from the point of view of economic and social theory and in the light of American economic and social conditions so as to provide a basis for unbiased judgment regarding the applicability of any form of social insurance to the unemployment problem in the United States. Realizing the burden which unemployment puts upon modern industrial society, the Board in this report wishes to emphasize the necessity for a thorough study of the character of the problem and the possibilities of meeting it in ways adapted to economic and industrial conditions in the United State, without prejudice to the principle of public insurance in so fr as its need and practicability may be demonstrated. Available in PDF, EPUB and Kindle. Book excerpt: Designing a good unemployment insurance scheme is a delicate matter. In a system with no or little insurance, households may be subject to a high income risk, whereas excessively generous unemployment insurance systems are known to lead to high unemployment rates and are costly both from a fiscal perspective and for society as a whole. Andreas Pollak investigates what an optimal unemployment insurance system would look like, i.e. a system that constitutes the best possible compromise between income security and incentives to work. Using theoretical economic models and complex numerical simulations, he studies the effects of benefit levels and payment durations on unemployment and welfare. As the models allow for considerable heterogeneity of households, including a history-dependent labor productivity, it is possible to analyze how certain policies affect individuals in a specific age, wealth or skill group. The most important aspect of an unemployment insurance system turns out to be the benefits paid to the long-term unemployed. If this parameter is chosen too high, a large number of households may get caught in a long spell of unemployment with little chance of finding work again. Based on the predictions in these models, the so-called "Hartz IV" labor market reform recently adopted in Germany should have highly favorable effects on the unemployment rates and welfare in the long run.

Book excerpt: In the struggle against unemployment and marginalization, employability has become the one major tool to counteract this phenomenon. Those who have no chances to develop or enhance their employability will fail in the competitive labor market of the new economic order. While the notion of employability is not exactly new, the weight now being placed upon it is new: to equip job seekers for the far-reaching changes currently taking place in the economy and the world of work. What is at stake? Is employability an instrument for the regulation of the labor market, distinguishing between the employable and the unemployable? Or is it a set of measures to facilitate the insertion or reinsertion of workers into the workforce? Is employability in the future the defining policy framework for labor market policies? What are the consequences of such a development for policy makers? Employability: From Theory to Practice addresses these questions. Its internationally renowned authors provide a valuable contribution to the conceptual and operational content of the notion of employability. The form and content of measures of employability vary by state, but represent a general trend. Part 1 deals with the concepts and instruments of employability. Part 2 evaluates measures implemented in a number of countries to improve employability of job-seekers. The countries involved are the UK, the Netherlands, Belgium, Ireland, New Zealand, Poland, and Slovakia. Part 3 showcases a practical approach with Canada, which in 1996-97 moved from an unemployment to an employment insurance. This volume shows both the possibilities and limitations of measures to promote employability. It helps clarify complex policy questions which will contribute to a better understanding of the concept for policy makers and administrators. It will help policy makers, professionals, and scholars assess current trends in the workplace.

Walker, Henry George and a few re lief administrators, the subject Of unemployment is one' that has only recently attracted attention in the United States. The course Of recent Opinion in this country on this subject has been largely influenced by continental and, especially, by English thought. It is in the latter country that scientific method has been most effectively applied to the study Of this problem. This exposition begins, accordingly, with a treatment Of the development of English practice and Of present English theories on the subject.
