Good Intentions, Bad Outcomes argues that incoherent social programs significantly contribute to this state of affairs and it suggests reforms to improve the situation. Over the past decade, Mexico has channeled an increasing number of resources into subsidizing the creation of low-productivity, informal jobs. These social programs have hampered growth, fostered illegality, and provided erratic protection to workers, trapping many in poverty. Informality has boxed Mexico into a dilemma: provide benefits to informal workers at the expense of lower growth and reduced productivity or leave millions of workers without benefits. Former finance official Santiago Levy proposes how to convert the existing system of social security for formal workers into universal social entitlements. In southern Mexico's Soconusco district, the coffee trade would transform rural life. A regional history of the Soconusco as well as a study in commodity capitalism, From the Grounds Up places indigenous and mestizo villagers, migrant workers, and local politicians at the center of our understanding of the export boom. An isolated, impoverished backwater for most of the nineteenth century, by 1920, the Soconusco had transformed into a small but vibrant node in the web of global commerce. Alongside plantation owners and foreign investors, a dense but little-explored web of small-time producers, shopowners, and laborers played key roles in the rapid expansion of export production. Their deep engagement with rural development challenges the standard top-down narrative of market integration led by economic elites allied with a strong state. Book excerpt: During the nineteenth century, Yucatán moved effectively from its colonial past into modernity, transforming from a cattle-ranching and subsistence-farming economy to a booming export-oriented agricultural economy. Yucatán and its economy grew in response to increasing demand from the United States for henequen, the local cordage fiber. This henequen boom has often been seen as another regional and historical example of overdependence on foreign markets and extortionary local elites. In The Making of a Market, Juliette Levy argues instead that local social and economic dynamics are the root of the region’s development. She shows how credit markets contributed to the boom before banks (and bank crises) existed and how people borrowed before the creation of institutions designed specifically to lend. As the intermediaries in this lending process, notaries became unwitting catalysts of Yucatán’s capitalist transformation. By focusing attention on the notaries’ role in structuring the mortgage market rather than on formal institutions such as banks, this study challenges the easy compartmentalization of local and global relationships and of economic and social relationships.
