Public schools have struggled to raise graduation rates to 100% and to make sure students are getting the best education possible. High school dropouts usually have a difficult time finding a full-time job and earn considerably less in their lifetime than graduates do. As adults, they tend to need assistance with housing, food, and other vital necessities. Dropouts also tend to commit more crimes and have a higher chance of being incarcerated during their adulthood. Low graduation rates are attributable to factors inherent to students' socioeconomic backgrounds, behaviors, and choices, as well as challenges faced by the public school districts. The factors predicting academic failure among high school students are dynamically intertwined and co-dependent. Many policies have passed and failed or not done enough to raise graduation rates to the ultimate goal of 100%. This proposed study intends to shed light on the factors that affect graduation rates in the Los Angeles Unified School District and finding ways to improve the strategies that are currently being used to monitor and raise graduation rates. This paper will propose a two-phase mixed methods approach via an emailed or mailed survey to administrators, parents, and students querying their knowledge and opinion on the factors that affect graduation rates at their schools. Suggested improvements to strategies to raise graduation rates that are currently in place will be the result of the study.

Book excerpt: Sixteen years ago, high school students in Chicago Public Schools (CPS) were almost as likely to drop out as they were to graduate; today they are three times as likely to graduate as drop out. What is driving this remarkable increase? A new report from the UChicago Consortium on School Research addresses the extent to which various factors could account for the changes in graduation rates, including changes in student performance and student demographics, increasing numbers of charter and selective enrollment high schools that serve Chicago students, and changes in school practices around improving attendance and course performance. The study uses age cohorts - following students from freshman year in CPS until they turn 19. This allows the cohorts to be comparable over time, regardless of changes in grade promotion criteria. It finds graduation rates have increased by 22 percentage points over the last 16 years, from 52.4 percent among students who turned 19 in 1998, to 74.8 percent in 2014, with the most rapid increase occurring in the last six years. Freshman on-track rates have also risen during the same period, from 48 percent among students who were 19 years old in 1998 to 81 percent for students who will turn 19 in 2017, suggesting graduation rates will continue to rise. While changes in student demographics account for some of the increase in graduation rates, improvements in student performance in high school -compared to similar students who started high school in the past-accounts for most of the change; students are passing more classes and earning more credits in ninth grade. Not only are more students graduating, but they are leaving high school with higher achievement than graduates in prior years.

I begin by pointing out the strengths and limitations of existing data sources. I then describe six striking patterns in graduation rates. They include stagnation over the last three decades of the twentieth century, significant race-, income-, and gender-based gaps, and significant increases in graduation rates over the first decade of the twenty-first century, especially among blacks and Hispanics. I then describe the models economists use to explain the decisions of individuals to invest in schooling, and examine the extent to which the parameters of the models explain recent patterns in graduation rates. I find that increases in the nonmonetary costs of completing high school and the increasing availability of the GED credential help to explain stagnation in the face of substantial gaps between the wages of high school graduates and school dropouts. I point out that there are several hypotheses, but to date, very little evidence to explain the increases in high school graduation rates over the first decade of the twenty-first century. I conclude by reviewing the evidence on effective strategies to increase high school graduation rates, and explaining why the causal evidence is quite modest.

On average, a dropout earns less money, is more likely to be in jail, is less healthy, is less likely to be married, and is unhappier than a high school graduate. But despite this growing education gap, dropout rates have remained mostly unchanged over the past three decades. This problem disproportionately affects low-income and minority students: among these populations, nearly half of all individuals do not graduate with their class. This paper presents a plan to increase the high school graduation rate. A key element of the proposal is for all states to increase their minimum school-leaving age to eighteen. In many studies, this intervention has been found to have a significant positive impact on several long-term outcomes. The proposal also calls for more resources for enforcement of new and existing compulsory-schooling laws, to maximize the impact of the policy change. More effort is also needed to keep students engaged in school, even at an early age. If states invest in effective support programs, they can further increase graduation rates and reduce future costs of enforcing compulsory-schooling policies. All of these interventions should be implemented with the goal of strengthening America's primary education system to promote college attendance and improve career outcomes among America's youth.

Book excerpt: The overarching goal for American education under President Barack Obama has been to increase college enrollment and completion rates. The pressure to achieve this goal has been keenly felt in the postsecondary community, especially as federal and state funding have become increasingly tied to achieving higher college completion rates. Yet the adequate preparation of students lies primarily in the secondary system, and the literature contains many statistics that support the view that few students are adequately prepared, especially those who are educated in urban public school systems. The challenge was to determine actions that can be implemented by school districts that will significantly improve students' ability to enroll in and graduate from college. This research study examines the college enrollment and graduation rates, and variables linked to those rates, for the class of 2002 of the Dallas Independent School District (Dallas ISD) in order to uncover actions high school leaders can take to improve the college - going behavior of their graduates. The Dallas ISD is the nation's fourteenth largest public school district and has a very high proportion - eighty-seven percent - of low socioeconomic status students. Additionally, nearly one-third of the entire student body of 155,000 is composed of English language learners, the majority of whom were born in Mexico or whose parents were born in Mexico. The literature suggests that several high school factors are correlated with student success in college. These include student achievement, teacher quality, and the school environment. This study explores policies and practices that a district, or high school, can implement to improve student college preparation. Therefore, while it does provide statistics on student ethnicity for the class of 2002 graduates, the statistical analyses examine actionable variables, including teacher education levels and years of experience, and high school-level factors of percent of students taking advanced courses and college entrance exams. To explore the college enrollment and graduation rates of the class of 2002 Dallas ISD high school graduates, two types of analysis were conducted. The first provides descriptive analysis of the 6,509 class of 2002 high school graduates at the student-level. The second approach focuses on the high school as the unit of analysis. Partial least squares path modeling was used to compute the standardized path coefficients for a College Success Model of high school influence on college enrollment and graduation. This study uses SmartPLS, a program developed by Ringle, Wende, and Will (2005). This program for path modeling uses the partial least squares method for latent variable analysis. The latent variables in the model were high school college-going culture, teacher quality, student achievement, college enrollment, and college graduation. The findings of this study indicate that the high school environment has a significant effect on the future college enrollment and graduation of its students. The College Success Models explain a greater proportion of variance in college enrollment and graduation than any of the predictive factors taken alone. Students in high schools that promote a college-going culture - in particular one with an emphasis on academic rigor - and employ experienced, well-educated teachers were more likely to enroll in and graduate from college. School districts can take action to increase their high schools' college-going cultures and to encourage the professional development and further education of their teachers in pursuit of achieving higher levels of student college success.

In New York State (NYS), rural school education represents about one-third of public school education. This study provided the opportunity to discern which dropout intervention strategies may benefit rural schools in NYS so that students can best be helped to stay in school to meet graduation standards. Students who stay in school provide significant economic and social benefits to the state and to the nation (Alliance for Excellent Education, 2011; Brimley, Verstegen, & Garfield, 2012; Deye, 2011; Dianda, 2008; Rouse, 2005; Rumberger, 2011). To determine which intervention strategies may be of benefit, a researcher developed survey instrument was developed based on the 15 effective strategies derived from Schargel (2012). Schargel's work sought to determine effective practices of schools to alleviate the dropout crisis that exist in the nation's schools. Overall, this study indicated that the select rural school districts in the study employed dropout intervention strategies optimally. School districts employed such strategies either within the district or outside the district. There was a key finding revealed in this study. This study indicated that districts facing diminishing fiscal resources, while at the same time being challenged to meet tougher new graduation standards established by NYS, utilized Distance Learning Courses to improve their graduation rates.
