During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

It has been a convenient and comforting guide because it requires little detailed knowledge of an opponent’s unique decision-making process and yet typically provides confident generalizations about how deterrence works. The model tends to postulate common decision-making parameters across the globe to reach generalizations about how deterrence will function and the types of forces that will be "stabilizing" or "destabilizing." Yet a broad spectrum of unique factors can influence an opponent’s perceptions and his calculations, and these are not easily captured by the rational actor model. The absence of uniformity means there can be very few deterrence generalizations generated by the use of the rational actor model that are applicable to the entire range of opponents. Understanding Deterrence considers how factors such as psychology, history, religion, ideology, geography, political structure, culture, proliferation and geopolitics can shape a leadership’s decision-making process, in ways that are specific and unique to each opponent. Understanding Deterrence demonstrates how using a multidisciplinary approach to deterrence analysis can better identify and assess factors that influence an opponent’s decision-making process. This identification and assessment process can facilitate the tailoring of deterrence strategies to specific purposes and result in a higher likelihood of success than strategies guided by the generalizations about opponent decision-making typically contained in the rational actor model. Since the early 1970s, U.S. nuclear forces have been subject to strategic arms control agreements. The large numbers and diversified nature of the U.S. nonstrategic (tactical) nuclear forces, which cannot be ignored as part of the overall nuclear deterrent, have decreased substantially since the Cold War. While there is domestic consensus today on the need to maintain an effective deterrent, there is no consensus on precisely what that requires, especially in a changing geopolitical environment and with continued reductions in nuclear arms. This places a premium on having the best possible analytic tools, methods, and approaches for understanding how nuclear deterrence and assurance work, how they might fail, and how failure can be averted by U.S. nuclear forces. U.S. Air Force Strategic Deterrence Analytic Capabilities identifies the broad analytic issues and factors that must be considered in seeking nuclear deterrence of adversaries and assurance of allies in the 21st century. This report describes and assesses tools, methods - including behavioral science-based methods - and approaches for improving the understanding of how nuclear deterrence and assurance work or may fail in the 21st century and the extent to which such failures might be averted or mitigated by the proper choice of nuclear systems, technological capabilities, postures, and concepts of operation of American nuclear forces. Why do nations faced with the prospect of large-scale conventional war opt for or against an offensive strategy? John J. Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. He is also concerned with examining such relatively technical issues as the impact of precision-guided munitions (PGM) on conventional deterrence and the debate over maneuver versus attrition warfare.Mearsheimer pays considerable attention to questions of military strategy and tactics. Specifically, why are U.S. military bases and troops still largely where they were five years ago, twenty years ago, or even seventy years ago? Through developing a theory of great-power persistence, this book offers an explanation. Closely aligned with neoclassical realism, the theory argues that the murkiness of the anarchic international system combines with specific psychological inclinations of individuals to produce “better-safe-than-sorry” policies. In the United States, decisions on troop deployments are powerfully influenced by the broader foreign-policy community. Its members tend to be risk-averse and highly sensitive to the possibility that even minor troop withdrawals might set off harmful geopolitical chain reactions. Preferring the status quo over any uncertain alternative, they want their country to continue to maximize its influence and project its military power abroad in order to steady wobbling geopolitical “dominoes.” The theory is put to the empirical test through a systematic analysis of U.S. overseas troop deployments, withdrawal attempts, and retrenchment resistance during the presidency of Donald Trump, which represents an ideal test case for these mechanisms. Even if U.S. voters elected a retrenchment advocate as president, and despite that the United States is a gradually declining power, the period saw very little change in U.S. overseas troop deployments. The book concludes that, barring any dramatic, unforeseeable international event, the vast network of overseas U.S. military bases and troops is likely to persist for a long time to come.

In another view, U.S. military presence tends to provoke adversaries and encourage allies to adopt more reckless policies, and it increases the likelihood that the United States will be involved in combat. The authors of this report analyze historical data to assess how U.S. military presence -- in particular, U.S. troop presence and military assistance -- is associated with the interstate and intrastate conflict behavior of states and nonstate actors. Troop presence and military assistance have different effects. Stationing U.S. troops abroad may help deter interstate war. A large U.S. regional troop presence may reduce the likelihood of interstate conflict in two ways: by deterring potential U.S. adversaries from initiating interstate wars or by restraining U.S. allies from initiating militarized behavior. However, U.S. military presence may increase interstate militarized activities short of war. U.S. adversaries may be more likely to initiate militarized disputes against states with a larger U.S. in-country troop presence. U.S. troop presence does not appear to reduce the risk of intrastate conflict or affect the level of state repression. U.S. military assistance is not associated with changes in interstate conflict behavior. However, provision of U.S. military assistance may be associated with increased state repression and incidence of civil war. In this Adelphi book, Jonathan Stevenson argues that this desire does not necessarily translate into sound strategy. Overseas bases are a key element of the reassurance required to resurrect and bolster America’s reputation among its allies and adversaries. Meanwhile, strategic imperatives and geopolitical realities impose restraints in every theatre. The fluidity prevailing in the Middle East and Indo-Pacific counsels maintaining forward-deployed forces there at roughly the current level. Russia’s confrontational posture towards NATO and invasion of Ukraine, as well as NATO’s short- and medium-term reliance on US capabilities, require the American presence in Europe to increase and expand eastward. The US should not commit itself to a foreign policy that is heavy on forward-deployed military power and light on diplomacy. But paradoxically, reducing forward military presence may not be consistent with a policy that is less focused on military power as a means of achieving stability and security.
