Book excerpt: This study investigated principals' perceptions in the hiring process of classroom teachers in high minority (Latino) schools. Nine secondary principals in five school districts in Washington state were interviewed regarding their perceptions of characteristics of high quality teachers in their school. Data gathered via personal interviews indicated that principals identified teachers who "fit" their schools and their current staff by focusing on state and federal highly qualified mandates and their own subjective criteria for desirable teacher characteristics. Participating administrators promoted what was described as a "colorblind" hiring process that would allow them to remain "ethnically neutral" when hiring teachers. Despite principals' professed desire to provide their students with same-race mentors, the process described had the effect of ensuring that the high percentages of white staff at high minority schools would persist in high minority schools, thus leaving little hope for a change in the ethnic or racial demographics of the teaching staff in these schools.

Whether this disconnect is merely a difference in perception or reflects actual discrepancies in program planning and implementation, the core issue is that there can be miscommunication about how building principals can provide new teachers with pragmatic assistance. What is of interest in this study is whether principals have the same understanding as new teachers, if principals' actions toward new teachers reflect understanding and support of the research, and whether the new teachers under the principals' tutelage are receiving it. This quantitative survey study focused on teachers new to the profession and in their first three years in the classroom. The study explored five support actions by building principals (N-70) to determine whether they are executed and/or facilitated and the usefulness of each action for instruction or personal/emotional use to new teachers (N-74). Each of the support actions, walk-through visits, formal observations, informal conversations, colleague observations, and mentoring were found to be moderately to highly useful. With the exception of colleague observations, each action was offered and/or facilitated by the building principal. Colleague observation was not facilitated at a rate congruent with the usefulness indicated.

Book excerpt: In this report, a nationally representative sample of kindergarten through 12th grade (K-12) public school principals were asked about their experiences with covering classrooms and hiring staff. In the spring of the 2021-2022 school year, which coincided with the coronavirus disease 2019 (COVID-19) omicron variant surge, most principals struggled to keep classrooms consistently staffed and many reported that hiring had become more challenging since the previous school year. Principals indicated that a lack of substitute teachers-not an increase in open teaching positions-was the main reason for classroom coverage shortages. In addition to day-to-day coverage issues, most principals reported that teacher vacancies were on the rise. Most of these principals believed that vacancies had grown more difficult to fill than in the prior school year, largely because of declining applicant counts. Principals' preferences when hiring teachers lend further insight into potential drivers of hiring challenges. A large majority of principals expressed strong preferences for like-minded teachers whose mindsets aligned with the vision and culture of the schools. Few principals prioritized the diversity of the educator workforce at their schools.

Recent research has shown that the quality of the principal is, among school-based factors, second only to the quality of the teacher in contributing to what students learn in the classroom. New programs to develop school leaders who can exercise vigilance over instruction and support effective teaching practices are not likely to succeed, however, if they are inconsistent with other state and district policies affecting school leadership. The Wallace Foundation, which focuses its grantmaking in education primarily on school leadership, has posited that well-coordinated policies and initiatives to develop leadership standards, provide high-quality training, and improve the conditions that affect principals' work will increase their ability to improve instruction in their schools. This study documents the actions taken by the Foundation's grantees to create a more cohesive set of policies and initiatives to improve instructional leadership in schools; describes how states and districts have worked together to forge such policies and initiatives around school leadership; and examines the hypothesis that more-cohesive systems do in fact improve school leadership. The study found that it is possible to build more-cohesive leadership systems and that such efforts appear to be a promising approach to developing school leaders engaged in improving instruction. Although the study did not find evidence that the full underlying theory behind this initiative is sound, it did find a correlation between improved conditions for principals and their engagement in instructional practices.
