Book excerpt: "Across the federal government, telework is the principal method for allowing employees to work outside agency facilities. This report provides an overview of the literature on telework, examines telework practices from across seven government agencies, and explains how government agencies benefit when employees engage in telework. In national security agencies, the benefits of working outside government facilities must be balanced with the need to protect classified and sensitive information. Among the federal programs examined, the authors found similarities across successful agency telework programs regarding compliance with federal and organizational policies, technological accommodations for employees, a measurable return on investment, the adaptation of performance management tools, and training. A clear understanding of the purposes of telework is essential to guiding the development of program goals, policies, and performance measures, as well as for the managers who will be responsible for developing and implementing new technology capabilities, security protocols, and training. This report can serve as a reference in understanding mechanisms that can be used to accommodate changing workforces that demand flexible work hours and the option to work from alternate locations."--Publisher's description.

Book excerpt: The Federal Government is a leader in the use of innovative workplace flexibilities, including telework. In March 2010, President Obama hosted a White House Forum on flexibilities, emphasizing their vital role in recruiting and retaining the best and brightest workers and maximizing their effectiveness. Congress passed the Telework Enhancement Act of 2010 to catalyze expansion. Federal telework programs are established primarily to meet agency mission and operational needs. Telework saves money by helping government reduce real estate and energy costs and promote management efficiencies; makes us more resilient in severe weather and other emergencies; improves the quality of employee work-life; and increases employment opportunities for persons with disabilities. Advances in information technology have paved the way for increased telework. However, telework is not a new concept and is not necessarily dependent on the use of technology. The key is for managers and employees to clearly define the work expectations and objectives, and then to give employees the tools and flexibility needed to get the job done. This Guide to Telework in the Federal Government outlines practical information to assist Federal agencies, managers, supervisors, Telework Managing Officers, other staff responsible for implementing telework, and employees. Perhaps you are an employee who would like to know more about telework. Maybe you manage or supervise teleworking staff and hope to develop a better understanding of the day-to-day aspects of this important flexibility. You may be a Telework Managing Officer or another staff member tasked with oversight or operational responsibilities related to the telework program at your agency. Perhaps you are a labor representative with a need to know the finer points of a great telework program. If any of these describe your situation, then this Guide is for you.~

Book excerpt: " The Telework Enhancement Act of 2010 requires OPM to report to Congress on the degree of telework participation at executive agencies. To meet this requirement, OPM collects information on agency telework programs through an annual survey, which it refers to as the data call. However, concerns exist about the reliability of these data. GAO was asked to assess OPM's: (1) actions in response to the requirements of the act and (2) handling of identified data reliability issues in the 2011 telework data call. To address these objectives GAO reviewed its previous reports addressing telework data reliability, and used the Office of Management and Budget's guidance for federal surveys to review OPM's (1) plans to collect telework participation data from agencies and (2) development of a data collection instrument. GAO interviewed key OPM officials about its implementation of the 2011 data call. "

Available in PDF, EPUB and Kindle. Book excerpt: The history of Federal telework reflects the evolution of one of the most significant and progressive changes in work conditions for Federal employees. Beginning during the last decade of the 20th century, the Federal telework movement reflected that period's interest in workforce impact on family, environment, and general quality of life. It was also one of the most important barometers of the transition from industrial age to information age human resources and workplace management. It is a classic study of the struggle for change in a 20th century bureaucracy. Interestingly enough, it also shows how the efforts of a relatively few resulted in a potential impact on the worklives of 1.8 million Federal workers.

Book excerpt: The Telework Enhancement Act of 2010 required agencies to develop telework policies and OPM to provide guidance and report on telework use, among other things. GAO was asked to review agency telework programs. This report examines (1) how selected agencies comply with the act's requirements, (2) the internal controls affecting federal supervisors' ability to hold teleworkers accountable for achieving results, and (3) the challenges selected agencies and OPM face in collecting and reporting telework data. GAO selected four case study agencies for review-Education, General Services Administration, Labor, and Securities and Exchange Commission-based on agency size and telework participation rates. GAO reviewed OPM guidance and reports, and policies and data at case study agencies. GAO also interviewed OPM and case study agency officials and held focus groups with case study agency supervisors and teleworkers.

Book excerpt: President Obama, Congress, and the United States Office of Personnel Management have all encouraged Federal agencies to expand their use of telework to ensure continuity of operations; find targeted productivity improvements and reduce overhead, real estate, environmental, and transit costs; and improve employees' ability to manage their work and life obligations. Telework's benefits are realised by Federal agencies only to the extent that employees are permitted to actively participate in these programs. This book summarises the provisions of P.L. 111-292 and identifies several possible issues for congressional oversight of telework.
