Book excerpt: The fiscal year 1991 U.S. DOT Appropriations Act directed the Secretary of Transportation to conduct a National Bicycling and Walking Study. The five objectives of the study as specified in the Act were to: (1) Determine the current levels of bicycling and walking and identify reasons they are not better used as means of transportation; (2) Develop a plan for the increased use and enhanced safety of these modes and identify the resources necessary to implement and achieve this plan; (3) Determine the full costs and benefits of promoting bicycling and walking in urban and suburban areas; (4) Review and evaluate the success of promotion programs around the world to determine their applicability to the role required of the U.S. DOT to implement a successful program; and (5) Develop an action plan, including timetable and budget, for implementation of such Federal transportation policy. The purpose of this Interim Report is to document progress in addressing these five objectives. In dealing with each objective, this report summarizes available information, discusses what additional information is required, and outlines the approach to be used in collecting it.

This policy--known as "vehicular cycling"--evolved between 1969, when the "10-speed boom" saw a sharp increase in adult bicycling, and 1991, when the American Association of State Highway and Transportation Officials adopted an official policy that on-road bikeways were not desirable. This policy resulted from a growing realization by highway engineers and experienced club cyclists that they had parallel interests: the cyclists preferred to ride on highways, because most bikeways were not designed for high speeds and pack riding; and the highway engineers did not want to divert funding from roadways to construct bikeways. The focus on a second-tier city is motivated primarily to expand the set of Chinese cities where the effects of the built environment on pedestrian/cyclist mode and route choice have been studied. Results demonstrate the effects of the street-scale built environment on pedestrian flows. The effects are higher for the main road, which is directly connected with the metro station. The findings of this book are expected to support the design of preferred walking/biking built environments around a metro station. This book appeals to urbanists, planners, engineers, policy makers, and those interested in a wide-ranging overview of slow/green transportation and built environment promotion. These methods not only help to understand the quantitative relationship between built environment design and travel behavior but also support the evaluation and assessment of built environment design in urban planning projects. It reduces the gap in our understanding of the quantitative relationship between the micro-level built environment and pedestrians/cyclists’ transportation mode and route choice around the metro station. Both stated choice data and revealed choice data were used. An extended set of micro-level built environment attributes was developed. Besides the widely studied transportation-related factors, street-level built environment factors were studied using quantitative methods.
