Book excerpt: In 2010, the Council for Adult and Experiential Learning (CAEL) released a report on a multi-institutional study on prior learning assessment (PLA) and adult student outcomes. The study examined data from 62,475 adult students at 48 colleges and universities, following the students' academic progress over the course of seven years. The data from the 48 postsecondary institutions in this study show that students with PLA credit had better academic outcomes, particularly in terms of graduation rates and persistence, than other adult students. Many PLA students also shortened the time required to earn a degree, depending on the number of PLA credits earned. This research brief showcases the findings by race/ethnicity and income--two demographic categories often used to define underserved student groups. The data show that black non-Hispanic, Hispanic, and low-income students with PLA credits have better academic outcomes than similar students without PLA credits. The positive findings for low-income, black non-Hispanic and Hispanic students suggest that awarding college credit for significant life learning could be an effective way to accelerate degree completion, while lowering the cost, for underserved student populations. The significant variables predicting persistence for this study are grade point average, number of prior college credits, and participation in prior learning assessment. Demographic variables were not significant. Few interventions by adult educators can have as dramatic effect on persistence as the PLA portfolio process. Students within this sample who complete the PLA portfolio process increase their probability of persistence by a minimum of 45% to a high of 281%. Students with mean GPA and mean prior credits increased their probability of persistence by 106%. Three fourths of eligible students who completed the PLA graduated versus 39% of those who did not.

By digging into the data, economist Nathan Grawe has created probability models for predicting college attendance. What he sees are alarming events on the horizon that every college and university needs to understand. Overall, he spots demographic patterns that are tilting the US population toward the Hispanic southwest. Moreover, since 2007, fertility rates have fallen by 12 percent. Higher education analysts recognize the destabilizing potential of these trends. However, existing work fails to adjust headcounts for college attendance probabilities and makes no systematic attempt to distinguish demand by institution type. This book analyzes demand forecasts by institution type and rank, disaggregating by demographic groups. The researcher, Karen Chrysler, worked with the college PLA committee and the University of Northern British Columbia to complete the study. The focus of the study was to determine the current level of support within the college community for PLA and to develop some recommendations. The participants were NWCC faculty, administrators and student advisors. Program Cluster Committee members and Student Success team members were asked to complete and return questionnaires. The Cluster Committee members returned a total of 58 surveys, making for an overall response rate of 65%. A total of 17 surveys were sent out and 10 were returned by the Student Success team members, making for a response rate of 59%. All twelve key informants, who were asked, agreed to participate and were interviewed. The concept of PLA itself was well supported by the program cluster members. The majority of faculty members would agree to an individual student request for PLA. Key informants definitely recognized the benefits for students, faculty and the college. The identified problems around PLA stem from the implementation and fall within three areas. First, there is a need to have operational language regarding PLA activity within the college's collective agreements. Second, there is a need to continue to provide training and professional development opportunities regarding the concept of PLA in general, and at NWCC specifically. Finally, it is important to continue the development of PLA policies and procedures in consultation with the appropriate stakeholders in the college community. Addressing these three areas will assist in addressing the expressed concerns of those individuals who are currently not supportive of PLA."--Page iii.

Book excerpt: Empirical evidence confirms that increased education is positively associated with higher earnings across a wide spectrum of fields and student demographics (Barrow & Rouse, 2005; Card, 2001; Carneiro, Heckman, & Vytlacil, 2011; Dadgar & Weiss, 2012; Dynarski, 2008; Jacobson & Mokher, 2009; Jepsen, Troske, & Coomes, 2009; Kane & Rouse, 1995; Marcotte, 2004). College degree holders earn higher salaries and experience unemployment less frequently than those who do not have college degrees (Dadgar & Weiss, 2012), and those who attended college, regardless of degree receipt, report higher rates of job satisfaction, promotion opportunities, increased work responsibilities, and improved work performance (Hoachlander, Sikora, & Horn, 2003). For many low-income students, the pathway to higher education and increased earnings begins in community colleges, which currently enroll about one-third of American degreeseekers (Digest of Education Statistics, 2012). However, community college students' persistence and completion rates leave much room for improvement. Among students beginning at public two-year colleges, fewer than half earn a credential or transfer to a four-year institution within six years after their initial enrollment (Radford, Berkner, Wheeless, & Shepherd, 2010). Many community college students stop or drop out long before graduation day, losing out on the full complement of higher earnings and employment outcomes associated with higher education. One factor contributing to these low success rates is the fact that many students arrive on campus only to find that they are required to take non-credit-bearing courses, called "developmental" or "remedial" education courses, prior to enrolling in college-level courses (Duke & Strawn, 2008). One estimate of the prevalence of students required to complete developmental coursework suggests that among students whose first institution attended was a community college, around 60 percent took a remedial course at a postsecondary institution (Adelman, 2004; Bailey, Jeong, & Cho, 2009). Unsurprisingly, degree or certificate attainment rates among students who need developmental education are even lower than those of the general population (Attewell, Lavin, Domina, & Levey, 2006). Students in need of developmental education are not just failing to earn a credential -- the majority never complete the developmental course sequence to which they are referred (Bailey 2009). One popular strategy aimed at addressing the issues of students referred to developmental courses (as well as students in college-level courses) is called "learning communities," or LCs. The LC evaluated in this study produced positive short-term impacts on academic outcomes including credits attempted and credits earned and students' progression through the developmental reading sequence of courses. Given these positive results, similar learning communities for developmental reading and math students in community colleges were replicated and evaluated at five other schools.
