His works encompass an extraordinary breadth: agriculture, industrial and social development, fiscal policy, macro and micro economy, human development at national and regional levels, to name just a few of his topics. His economics were embedded in the realities of a poor and underdeveloped economy and he focused on the problematics of development from this perspective. His work epitomised a complex and pragmatic approach, and he drew on several schools of economics as well as history, anthropology and sociology in his effort to understand critically the state of Ethiopia. He was equally renowned for his insistence on the inseparability of economics and politics, his quasi-social democratic politics and his role as a public intellectual, concerned with public policy and change. Chole notably concluded that politics rather than economics were the critical explanatory factor in Ethiopia's underdevelopment. This publication brings together a representative sample of his most influential papers and articles written and published over a period of three decades, 1967-1997.

It shows how a state-dedicated development strategy can destroy the productive capacities of people and their means of livelihood. It is a major new account of Ethiopia's contemporary socioeconomic and political history, and its future development problems and prospects. Ethiopia's most recent history has been marked by a fusion of famine, ecological disaster, and massive poverty. This despite the country's considerable resources: fertile land not yet under intensive cultivation, grazing land underused, and enormous water resources poorly exploited. Little research has been done to explain this incongruity. Girma Kebbede fills in this gap by providing a thorough examination of major socioeconomic and political factors that have kept the majority of the Ethiopian population poor and extremely vulnerable to adverse natural phenomena. The post-revolutionary political and socioeconomic transformation of Ethiopia resulted in the establishment of a highly authoritarian state controlled by a small bureaucratic elite that retained power through force and intimidation, and appropriated surplus by virtue of its control of state power and major sectors of the economy. The author argues that, as a result of the state's ill-conceived development strategies and priorities, and its intrusiveness into all aspects of social and economic life, the country was thrown into a perilous economic condition, with social dislocation and political instability. This book will be of interest to development policymakers, environmentalists, development aid donors, and non-governmental organizations involved in development activities in Africa, as well as to undergraduate and graduate students taking courses in economics, political science, geography, ecology, sociology, and demography.

Employing qualitative and quantitative analysis, it presents empirical evidence suggesting persistent economic growth. The research highlights improvements in infrastructure, health care, education, poverty alleviation as well reductions in infant mortality rate. The impact of this economic growth has however had led to only slight improvements in the plight of the poor. The author argues that, while significant steps have been achieved with measurable economic gains, there are still undeniable obstacles within the federal system: prevailing patron-client relationships, constraints on state capacity to efficiently and effectively implement policy, and bureaucratic rent-seeking in the provision of public goods. The author concludes that these problems will have to be resolved before Ethiopia’s political economy can achieve the stage of sustainable development

Book excerpt: This book sets out with the question why Ethiopia - a country with one of the oldest still existing state-formations in the world and a farming population that has domesticated a number of indigenous food products, including coffee, oilseeds and Eragrostis teff - remains one of the poorest in the world. To answer this question the authors review the history of Ethiopia from the earliest centuries A.D. until the 21st century dispelling a number of prevalent myths in the process. The book covers topics such as ethnicity (a hot issue in today's Ethiopian politics), international relations with especially Britain and Italy, and the country's lack of technical and economic progress. A survey of the current situation in Ethiopia sets the scene for comparisons with other countries. An examination of the history of "the West" illustrates how the "autonomy of intellectual inquiry" could promote a spiral of knowledge, pave the way for the Industrial Revolution and allow western countries to attain the highest standard of living in the world. A review of some East Asian countries (Japan, South Korea, and Taiwan) exemplifies how they could "catch-up" with the West. Against the backdrop of these studies, the authors find the basic causes for Ethiopia's poverty to be "missed" or "messed-up" opportunities to adopt available scientific knowledge and technology. Premising that a "decent" living standard, a "catch-up", should be the only reasonable goal also for Ethiopian citizens, the authors propose that the country must emphasize promotion of a) knowledge and information (rather than focusing numbers of school children and schools) and of b) entrepreneurship in all economic sectors. To boost these requirements successfully, the authors argue that all involved in the present development agenda need to think "outside the box" and reassess at least two common assumptions about Ethiopia's future namely, that only heavy-handed state "guidance" can bring about rapid development and that peasants and pastoralists are ignorant and must be told what to do.

Getahun examines the feudalistic system under Emperor Haile Selassie, the command economic system of the military junta led by Mengistu Haile Mariam, and the current capitalist system of the Federal Republic of Ethiopia led by Meles Zenawi. Getahun discusses the lessons drawn from Ethiopian experience during these three regimes, as well as from other African and Asian countries. These provide the basis for recommending a small farmer-led agricultural and rural development strategy that, if implemented, would alleviate rural poverty in Ethiopia. The author maintains that the keys for successful development are the provision of institutional savings and credit for small-scale farmers and small business owners; the deep involvement of the community in project planning, implementation, evaluation and sharing of the benefits; and the use of development support communication for motivation, information dissemination, and training. Getahun argues strongly that ethnic politics in Ethiopia are destructive to Ethiopian society and militates against sustainable development. Rather, the path to peace and sustainable development requires that ethnic politics be scrapped and replaced by a genuinely democratic and widely acceptable system of governance.
