Book excerpt: In Uncivil Youth, Soo Ah Kwon explores youth of color activism as linked to the making of democratic citizen-subjects. Focusing attention on the relations of power that inform the social and political practices of youth of color, Kwon examines how after-school and community-based programs are often mobilized to prevent potentially "at-risk" youth from turning to "juvenile delinquency" and crime. These sorts of strategic interventions seek to mold young people to become self-empowered and responsible citizens. Theorizing this mode of youth governance as "affirmative governmentality," Kwon investigates the political conditions that both enable youth of color to achieve meaningful change and limit their ability to do so given the entrenchment of nonprofits in the logic of a neoliberal state. She draws on several years of ethnographic research with an Oakland-based, panethnic youth organization that promotes grassroots activism among its second-generation Asian and Pacific Islander members (ages fourteen to eighteen). While analyzing the contradictions of the youth organizing movement, Kwon documents the genuine contributions to social change made by the young people with whom she worked in an era of increased youth criminalization and anti-immigrant legislation.

No other Reconstruction state government was as chaotic or violent as Louisiana's, located in New Orleans, the largest southern city at the time. James K. Hogue explains the unique confluence of demographics, geography, and wartime events that made New Orleans an epicenter in the upheaval of Reconstruction politics and a critical battleground in the struggle for the future of southern society. Hogue characterizes Reconstruction in Louisiana as a continuation of civil war, waged between well-organized and well-armed forces vying to control the state's government. He details five key New Orleans street battles, in which elite Confederate veterans played central roles, and gives an in-depth account of how the Republican state government raised militias and a state police force to defend against the violence. Recovering the political theory of Dadabhai Naoroji, India's pre-eminent liberal, this book offers an original global history of this process by focussing on Naoroji's pre-occupation with social interdependence and civil peace in an age of growing cultural diversity and economic inequality. It shows how Naoroji used political economy to critique British liberalism's incapacity for civil peace by linking periods of communal rioting in colonial Bombay with the Parsi minority's economic decline. He responded by innovating his own liberalism, characterized by labour rights, economic republicanism and social interdependence maintained by freely contracting workers. Significantly, the author draws attention to how Naoroji seeded 'Western' thinkers with his ideas as well as influencing numerous ideologies in colonial and post-colonial India. In doing so, the book offers a compelling argument which reframes Indian 'nationalists' as global thinkers.
