Book excerpt: Few regions have seen more tragedy in the post-Cold War worlds than parts of sub-Saharan Africa, a region remarkable for the number of external military interventions in the 199Os. The United States has conducted a wide variety of military involvements in the region over the past decade. While humanitarian relief and peace operations have generated the most publicity, other more routine military relationships and activities are of far greater long-term significance. Taken as a whole, U.S. policy in Africa tends to be reactive rather than proactive. This severely undermines its ability to protect the nation's regional interests. Unwillingness to attenuate regional problems in the their early stages leads to expensive crisis interventions. More effective use of military involvements would entail greater effort to shape the regional security environment. In order to improve the value of its African military involvements, the United States should, among other things, develop a coherent "National Security Strategy for Africa," create a unified command (or "sub" command) with sole responsibility for the region and develop mechanisms for objectively measuring the value (to U.S. regional interests) of specific nation assistance programs.

Clune documents how ordinary people experienced a major aspect of Cold War diplomacy. The book describes how military-sponsored international travel, especially military training abroad and United Nations peacekeeping deployments in the Sinai and Lebanon, altered Ghanaian service members and their families during the three decades after independence in 1957. Military assistance to Ghana included sponsoring training and education in the United States, and American policymakers imagined that national modernization would result from the personal relationships Ghanaian service members and their families would forge. As an act of faith, American military assistance policy with Ghana remained remarkably consistent despite little evidence that military education and training in the United States produced any measurable results. Merging newly discovered documents from Ghana's armed forces and declassified sources on American military assistance to Africa, this work argues that military-sponsored travel made individual Ghanaians' outlooks on the world more international, just as military assistance planners hoped they would, but the Ghanaian state struggled to turn that new identity into political or economic progress.

The interests of the United States would be well-served in the emergence of a stable, secure and prosperous Africa, a fact acknowledged in the rhetoric of the current and previous Administrations. Since the end of the Cold War, the United States has been increasingly active in efforts to promote political and economic reform in African countries, including programs to democratize African security sectors. While the military (and other security force) establishments in Africa have many problems-and pose challenges to ongoing democratization efforts-few challenges are as potentially significant for good or ill as that of defense sector funding. The ability of African countries to provide the secure environment necessary for social and economic development requires the creation of the right kind of security establishments, legitimized by democratic processes, and empowered with adequate resources. This paper, along with Occasional Paper 32, Richard Aldrich's "Cyberterrorism and Computer Crimes: Issues Surrounding the Establishment of an International Legal Regime,"address the context surrounding the question of how the U.S. military responds to the cyber threat facing the American military and society today. The U.S. military has become increasingly dependent upon the nation's information and communications infrastructures. Concurrently, threats to and vulnerabilities in these infrastructures are expanding, in large part due to structural factors not likely to disappear in the future. To prevail against the increasing threat, the military -- and, more broadly, the government -- needs to adopt a risk reduction and management program. A crucial element of this risk management program is information sharing with the private sector. However, substantial barriers threaten to block information exchanges between the government and private sector. These barriers include concerns over release of sensitive material under Freedom of Information Act requests, antitrust actions, protection of business confidential and other private material, possible liability due to shared information, disclosure of classified information, and burdens entailed with cooperating with law enforcement agencies. There is good cause to believe that the government and private sector can overcome these barriers, guided by lessons learned from numerous successful government-private sector information-sharing mechanisms. This analysis concludes with actions the government should undertake to develop an information-sharing mechanism with the private sector. Key among them are actively engaging the private sector from the onset, determining information requirements, and fostering a partnership based on trust.
