Book excerpt: A study to perform an uncertainty analysis of the European accident consequence assessment system, Cosyma, has been carried out under contract to the European Commission. The study involved a series of analysis of the uncertainty in different sections of the system, followed by a final analysis of the uncertainty in the whole system. The overall aims of the study can be summarised as: - to formulate a state-of-the-art expert judgement methodology which is capable of finding broad acceptance; - to apply the methodology to estimate uncertainties associated with the predictions of the probabilistic accident consequence assessment system, Cosyma; - to provide an input to identifying future research and development priorities. This report describes the analysis of the uncertainty in the model predictions resulting from uncertainty in the values to be assigned to the input parameters describing atmospheric dispersion and deposition. The main aim of this part of the study was to identify the input parameters whose uncertainties make large contributions to the overall uncertainty; the parameters identified would then be included in the final analysis of the uncertainty in the whole system.

Today, these communities must also worry about the terrorist threat of the intentional use of chemical, biological, and nuclear (C/B/N) agents. Because of this threat, the ability to predict and track the dispersal of harmful agents has become a critical element of terrorism planning and response. Our nation�s capacity to respond to atmospheric C/B/N events stands, like a three legged stool, on the strength of three interconnected elements: 1) dispersion models that predict the path and spread of the hazardous agent; 2) observations of the hazardous plume itself and of local meteorological conditions, which provide critical input for the models; and 3) interaction with emergency responders who use the information provided by the models. As part of the National Academies continuing focus on issues of homeland security, Tracking and Predicting the Atmospheric Dispersion of Hazardous Material Releases examines our nation�s current capabilities in these three areas and provides recommendations for strengthening them.

This workshop had a precedent in the International Conference Decision Making: Towards the 21st Century also held at the Real Academia de Ciencias in 1993. The idea of organizing an event, this time devoted to applications of Decision Analysis, was due to Prof. Sixto Rfos, who some four years ago, .sponsored and encouraged by the Royal Academy of Sciences, was the creator of an Interdisciplinary Working Group on Decision Analysis -formed with researchers from within and outside this Academy- which has been active since then, organizing periodical meetings, and whose last project has tumed out into this Workshop. The workshop turned out to be an stimulating opportunity for communicating and discussing the enormous variety of applications of Decision Sciences. In this volume we have included most of the invited papers and a selection of refereed contributed papers. Due to the varied nature of the applications, we have grouped them into five groups ending, as way of an epilog, with a paper by Sarin which contains important insights and reftections on the nature of Decision Analysis in public and private sectors.

After an Introduction by the Editors, the first part presents chapters on expert elicitation of parameters of multinomial models; the advantages of using performance weighting by advancing the “random expert” hypothesis; expert elicitation for specific graphical models; modelling dependencies between experts’ assessments within a Bayesian framework; preventive maintenance optimization in a Bayesian framework; eliciting life time distributions to parametrize a Dirichlet process; and on an adversarial risk analysis approach for structured expert judgment studies.
