How can we tell when a country is likely to remain stuck in a cycle of violence? What factors suggest it might be “ripe” for stabilizing and peace building? The authors studied four cases: Chad is stuck in a cycle of violence, while El Salvador, Laos, and Mozambique have had different results in their transitions from violence to stability to peace. Conflicts without internal cohesion of combatants or pressure from foreign patrons to stop fighting are probably not ripe for stabilizing. Where there are subnational or regional actors committed to violence, post-conflict peace building is not likely to succeed without enforcement capacity to contain violence or demonstrated commitments to increasing political inclusion and making material improvements in the lives of residents.

Book excerpt: The authors propose a method for assessing the performance of a maintenance policy whilst accounting for uncertainty in various parameters of the degradation model. The method is appropriate for the representation and propagation of epistemic uncertainty which is elicited from an expert, who can provide a family of confidence intervals for each uncertain parameter. Information elicited from the expert is described using possibility distributions and propagated through the degradation model using fuzzy random variables and the Dempster-Shafer Theory of Evidence. In classical approaches to uncertainty propagation based on probability theory, probability distributions are used to represent information obtained from experts. However, expert judgment is often expressed using imprecise linguistic statements, and the imposition of specific probability distributions over-constrains this uncertain information in a arbitrary and unjustified manner. Possibility theory allows the epistemic uncertainty arising from expert opinion to be represented in an arguably more rigorous manner, without introducing additional bias. A practical case study concerning the maintenance of a check valve of a turbo-pump lubricating system in a nuclear power plant illustrates the method. A rupture failure model caused by fatigue is modeled, and a Condition-Based Maintenance policy is applied to the component over a fixed time horizon. The performance of the maintenance policy is assessed in terms of cost and component unavailability.

Book excerpt: In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia, a small state whose experience is of interest to policy makers, scholars, and serious students of Eastern Europe. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying “zones of certainty and uncertainty.” Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia’s pattern of democratization in the wider regional context of eastern and central European post-communist transitions. Rizman shows, for example, that a country’s size is merely one factor out of many, and while Slovenes considered the influence of larger states, their choices were not particularly circumscribed by them.
