Available in PDF, EPUB and Kindle. Book excerpt: One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.

Available in PDF, EPUB and Kindle. Book excerpt: Examining the efficacy of U.N. peace efforts, Dr. Ramesh Thakur compares limited peacekeeping through U.N. authority with more coercive means such as the Multinational Force (MNF) in Lebanon. He finds that the role of the U.S.-led MNF coalition cannot be justified in terms of great-power responsibility for ensuring a stable international order, since the coalition has attempted to substitute military power for authoritative peacekeeping. When MNF legitimacy was questioned and authority was challenged, the MNF's use of force in response to those challenges switched the coalition's role from third-party peacekeeper to factional participant. As a result, every successive attempt to strengthen the MNF mandate has further subordinated the concept of neutral international peacekeeping to calculated support of national interests. If reasoned attempts to keep the peace are not to collapse into exercises in national self-interest, then peacekeeping responsibilities must remain with the U.N., supported by the great powers: Only the U.N. can provide an authoritative exposition of values within the context of international society and bestow international legitimacy upon peacekeeping activities; only the great powers can back the U.N. with requisite force.

Available in PDF, EPUB and Kindle. Book excerpt: The concept of UN peacekeeping has had to evolve and change to meet the challenges of contemporary sources of conflict; consequently, peacekeeping operations have grown rapidly in number and complexity. This book examines a number of issues associated with contemporary multinational peace operations, and seeks to provide insights into the problems that arise in establishing and deploying such forces to meet the challenges of current conflicts. The focus of the book is three case studies (Lebanon, Somalia and Kosovo), involving a comparative analysis of the traditional peacekeeping in Lebanon, the more robust peace enforcement mission in Somalia, and the international administration undertaken on behalf of the international community in Kosovo. The book analyses the lessons that may be learned from these operations in terms of mandates, command and control, use of force and the relevance of international humanitarian and human rights law to such operations.

Book excerpt: The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. As with all Oxford Handbooks, the volume will be agenda-setting in importance, providing the authoritative point of reference for all those working throughout international relations and beyond.

The Centre is Australia’s largest body of scholars dedicated to the analysis of the use of armed force in its political context and one of the earliest generation of post-World War II research institutions on strategic affairs. The book features chapters replete with stories of university politics, internal SDSC activities, cooperation among people with different social and political values, and conflicts between others, as well as the Centre’s public achievements. It also details the evolution of strategic studies in Australia and the contribution of academia and defence intellectuals to national defence policy.

Available in PDF, EPUB and Kindle. Book excerpt: After it became clear that the UN Security Council would not set up a peacekeeping force to fulfill the role envisaged for it in the 1979 Egyptian-Israeli Peace Treaty--supervising the implementation of the treaty and preventing any violation of its terms--the Multinational Force and Observers (MFO) was established in its place. This book provides a detailed description of the structure and function of the MFO in order to evaluate its chances for success. In addition, the author has included various documents regarding the MFO's legal basis and organization. The MFO is the first modern multinational peacekeeping force that is independent of any organization; in the future it may serve as a prototype for multinational peacekeeping forces in conflicts and areas in which the UN is unwilling or unable to become involved.
