Book excerpt: The surprising story of how wrestling superstar Glenn "Kane" Jacobs beat all the odds to become the mayor of Knox County, Tennessee. Even in his heyday in wrestling, Jacobs was inspired to pursue politics by popular libertarian figures such as former Republican presidential candidate Ron Paul, Republican Senator Rand Paul, Fox News' Judge Andrew Napolitano and others, and that led him to fulfill his own political ambitions. Before becoming Mayor Kane, Glenn "Kane" Jacobs was one of WWE's top Superstars for over two decades and traveled the globe with the likes of "Stone Cold" Steve Austin, Dwayne "The Rock" Johnson, John Cena, Ric Flair, and many others. He dominated the WWE with The Undertaker as the "Brothers of Destruction." Kane reinvented himself with the help of Daniel Bryan forming "Team Hell No." He set "Good ol' JR," Jim Ross on fire. The wrestler-turned-politician hasn't hung up his wrestling boots yet. Politics is a contact sport and Jacobs is using his wrestling skills in that arena. Jacobs supports President Trump and his agenda, and is implementing conservative policies in Tennessee.

Available in PDF, EPUB and Kindle. Book excerpt: Virtually every constitutional order in the common law world contains a provision for executive clemency or pardon in criminal cases. This facility for legal mercy is not limited to a single place in modern legal systems, but is instead realized through various practices such as a law enforcement officer’s decision to arrest, a prosecutor’s decision to prosecute, and a judge’s decision to convict and sentence. Doubts about legal mercy in any form as unfair, unguided, or arbitrary are as ubiquitous as the exercise of mercy itself. This book presents a comparative analysis of the clemency and pardon power in the common law world. Andrew Novak compares the modern development, organization, and practice of constitutional and statutory schemes of clemency and pardon in the United Kingdom, United States, and Commonwealth jurisdictions. He asks whether the bureaucratization of the clemency power is in line with global trends, and explores how innovations in legislative involvement, judicial review, and executive consultation have made the mercy and pardon procedure more transparent. The book concludes with a discussion on the future of the clemency and pardon power given the decline of the death penalty in the Commonwealth and the rise of the modern institution of parole. As a work concerned with the practice of mercy in the common law world, this book will be of great interest to researchers and students of international and comparative criminal justice and international human rights law.

Available in PDF, EPUB and Kindle. Book excerpt: The Texas criminal justice system has come a long way since the early 1990s, when a vicious crime spree by paroled murderer Kenneth McDuff convinced lawmakers and citizens that the system had broken down. In this book, District Attorney Ken Anderson describes major reforms that followed the McDuff case as he provides a complete overview of the criminal justice system in Texas. Using simple language that any citizen can understand, Anderson describes all aspects of the system--officials (police, prosecutors, judges), criminal procedure, criminal law, criminal punishments, victims' rights, and the juvenile system. He illustrates his points with real-life stories of crime and punishment. Throughout the book, Anderson emphasizes two facts--that crime prevention programs, stricter law enforcement, and increased prison space have dramatically lowered the crime rate in Texas and that citizen activism is very effective in bringing reform to the criminal justice system. This book will be essential reading for everyone--public and professional--concerned with criminal justice in Texas.

Available in PDF, EPUB and Kindle. Book excerpt: Thanks to the classic Dolly Parton film The Best Little Whorehouse in Texas and ZZ Top's ode "La Grange," many people think they know the story of the infamous Chicken Ranch. The reality is more complex, lying somewhere between heartbreaking and absurd. For more than a century, dirt farmers and big-cigar politicians alike rubbed shoulders at the Chicken Ranch, operated openly under the sheriff's watchful eye. Madam Edna Milton and her girls ran a tight, discreet ship that the God-fearing people of La Grange tolerated if not outright embraced. That is, until a secret conspiracy enlisted an opportunistic reporter to bring it all crashing down on primetime television. Drawn from exclusive interviews and expanded with newly uncovered information, Jayme Lynn Blaschke's revelatory exposition of the Ranch illuminates the truth and lies surrounding this iconic brothel.

Available in PDF, EPUB and Kindle. Book excerpt: In Rebel Salvation, Kathleen Zebley Liulevicius examines pardon petitions from former Confederate soldiers and sympathizers in Tennessee to craft a unique and comprehensive analysis of the process of Reconstruction in the Volunteer State after the Civil War. These underutilized petitions contain a wealth of information about Tennesseans from an array of social and economic backgrounds, and include details about many residents who would otherwise not appear in the historical record. They reveal the dynamics at work between multiple factions in the state: former Rebels, Unionists, Governor William G. Brownlow, and the U.S. Army officers responsible for ushering Tennessee back into the Union. The pardons also illuminate the reality of the politically and emotionally charged post–Civil War environment, where everyone—from wealthy elites to impoverished sharecroppers—who had fought, supported, or expressed sympathy for the Confederacy was required by law to sue for pardon to reclaim certain privileges. All such requests arrived at the desk of President Andrew Johnson, who ultimately determined which petitioners regained the right to vote, hold office, practice law, operate a business, and buy and sell land. Those individuals filing petitions experienced Reconstruction in personal and profound ways. Supplicants wrote and circulated their exoneration documents among loyalist neighbors, friends, and Union officers to obtain favorable endorsements that might persuade Brownlow and Johnson to grant pardon. Former Rebels relayed narratives about the motivating factors compelling them to side with the Confederacy, chronicled their actions during the war, expressed repentance, and pledged allegiance to the United States government and the Constitution. Although not required, many petitioners even sought recommendations from their former wartime foes. The pardoning of former Confederates proved a collaborative process in which neighbors, acquaintances, and erstwhile enemies lodged formal pleas to grant or deny clemency from state and federal officials. Indeed, as Rebel Salvation reveals, the long road to peace began here in the newly reunited communities of postwar Tennessee.

For example, six states that had the death penalty--Connecticut, Illinois, Maryland, New Jersey, New Mexico and New York--no longer impose the punishment. Some of the changes set out in this second edition involve discussions of all of the significant cases decided by the United States Supreme Court after 1998, including Roper v. Simmons, 543 U.S. 551 (2005); Atkins v. Virginia, 536 U.S. 304 (2002); Schriro v. Smith, 126 S.Ct. 7 (2005); Harbison v. Bell, 129 S.Ct. 1481 (2009); Holmes v. South Carolina, 126 S.Ct. 1727 (2006); Kansas v. Marsh, 126 S.Ct. 2516 (2006); Ring v. Arizona, 536 U.S. 584 (2002); Sattazahn v. Pennsylvania, 537 U.S. 101 (2003). This new edition includes 13 new chapters. They cover such topics as capital felon's defense team; habeas corpus, coram nobis and section 1983 proceedings; the Innocence protection act and post-conviction DNA testing; challenging the death sentence under racial justice acts; inhabited American territories; and the costs of capital punishment.
