Formally, who exercises the power of government is decided, as in Western democracies, by competitive elections that are held at regular intervals. But there have increasingly been doubts about the extent to which Russian parliamentary and presidential elections can be considered ‘free and fair’, and it is the argument of this coauthored study that they are better defined as ‘authoritarian elections’, with a number of distinct characteristics. Using a wide range of sources, including surveys, election statistics, interviews, focus groups and the printed press, the contributors to this important collection analyse Russia’s authoritarian elections in a variety of ways: how they are conducted, what citizens think about them, and how the Russian experience relates to a wider international context. Elections are the central mechanism by which citizens can seek to hold their government to account; this collection shows the ways in which that mechanism can be manipulated from above such it becomes more of an extension of central authority than a means by which the public at large can impose their own priorities. This book was originally published as a special issue of Europe-Asia Studies.

Book excerpt: Over the past twenty years, the causes and consequences of post-election disputes have become one of the most compelling topics of research in political science. Between 2012 and 2022, political parties challenged the results of more than 25 percent of elections. When democratic transitions are dependent on the willingness of participants to accept defeat, political parties can undermine election-based democracy by rejecting the outcome. As the world enters the fourth decade since the start of the third wave of democratization, the question of whether election losers will comply or reject election outcomes is more and more pressing. The Dilemma of Compliance analyzes this phenomenon at the level of political parties, raising three important questions: Why do some political parties refuse to comply with election results? What determines the strategies they use to contest the outcomes? What consequences do post-election disputes have for the political parties that initiate them? To answer these questions, this book draws on an original dataset of post-election responses encompassing over 300 political parties, which participated in 270 elections held in twenty-two countries of Eastern Europe and the former Soviet Union over a period of more than two decades. In doing so, it offers a new theoretical framework for studying electoral compliance in comparative perspective and advances research on democratic transition, democracy promotion, post-election protests, and party politics.

Book excerpt: By studying the influence of the two main external actors in post-Soviet space, the EU and Russia, this study contributes to the increasing body of literature that studies the causes of democratic recession and authoritarian backlash in post-Soviet states and the role of regional actors in these processes. Empirically, the study finds the EU to be both a democracy-promoting and democracy-hindering actor in post-Soviet states. Russia’s impact, on the other hand, is far more negative than the literature on democratization and autocracy promotion typically suggests. It negatively affects both the quality of democracy of post-Soviet states and limits the EU's options for promoting democracy in its neighborhood.

The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

There have been significant uprisings around the globe, including the toppling of communist regimes in Eastern Europe, the Color Revolutions, the Arab Spring, protests against war and economic inequality, countless struggles against corruption, and demands for more equitable distribution of land. These actions have attracted substantial scholarly attention, reflected in the growth of literature on social movements and revolution as well as literature on nonviolent resistance. Explorative expert interviews, press surveys, content analysis of presidential speeches, as well as critical assessment of anti-corruption legislation are used for comparison and process tracing of the utilization of corruption under three Ukrainian presidents.

To many observers, the Orange Revolution was a shock, and the stolen election a recent development. However, both the election fraud and the effort to topple the government of Leonid Kuchma emerged from political dynamics that had appeared in earlier Ukrainian elections.In this path breaking volume, leading scholars place Ukraine's 2004 Orange Revolution in the longer perspective of Ukraine's post-Soviet electoral politics. Covering both presidential and parliamentary elections over the entire post-Soviet period, the chapters clarify the manner in which earlier elections had emerged as part of the battle for power in Ukraine well before 2004.
