Examples covered include soil fertility, community forestry, afforestation, water, invasive species and grazing land management. Central to the book is the way communities, and scientists, interacted between the four countries and learnt from each other. The book also shows how the initiatives were outscaled locally.

Book excerpt: This report summarizes the findings of the Uganda Sustainable Land Management Public Expenditure Review (SLM PER). The SLM PER was undertaken to achieve six main objectives: (i) establish a robust data base on SLM-related public expenditure that can support credible empirical analysis; (ii) develop a sound methodology for conducting SLM PERs, which could guide similar work in the future; (iii) analyze the level and composition of SLM spending in the recent past; (iv) identify potential entry points for public support based on the concept of development pathways; (v) understand the institutional arrangements for coordination on SLM issues; and (vi) draw policy recommendations for the land use sector. Overall the SLM PER aims at informing the current policy dialogue with and within Uganda and thereby contributing to the development of a common national strategy for the efficient and effective scale-up of SLM interventions. The review is expected to provide important input to: (i) the on-going Comprehensive Africa Agriculture Development Program (CAADP) process, including the SLM Country Strategic Investment Framework (CSIF); and (ii) the Ugandan SLM Country Program that will be supported by the World Bank and the Global Environment Facility (GEF) through TerrAfrica. Uganda is preparing a CSIF with the goal of establishing a country-led operational roadmap for developing a sequenced program of SLM interventions. The PER is among the recommended diagnostic tools for CSlF preparation and SLM awareness building. In general, this analytical work complements the on-going Agriculture PER in Uganda.

Book excerpt: The International Development Law Organization (IDLO) and the Center for International Forestry Research (CIFOR) assessed the legal frameworks for major natural resource sectors in Zambia, Tanzania and Mozambique to analyze whether, and to what extent they enable sustainable investments. National development plans in each country, and their crosscutting laws on land and the environment incorporate principles of sustainable development. However, sector-specific laws governing forestry, agriculture, mining and energy reflect these principles to varying degrees. Relying significantly on natural resources, these countries have witnessed consistent GDP growth in recent years. Despite their resource wealth and increased investments, poverty and resource degradation persist. Rural populations remain disproportionately affected, with limited access to basic services and increased vulnerability to the impacts of deforestation and climate change. This Synthesis report outlines four key insights on issues identified by the legal assessments that can either hinder or enable sustainable land use investments. These consist of: Reframing investment incentives and focusing on smallholder interests;Protecting customary land rights and ensuring consultation and consent:Establishing clear and effective regulations, strengthening enforcement capacity and supporting decentralization andRaising awareness, guaranteeing participation and promoting freedom of information. The report demonstrates that landscapes governance embodying the rule of law and adherence to social and environmental safeguards can create enabling conditions for sustainable investments. Equity, responsive legal and policy reforms, improved enforcement capacity, strengthened participatory mechanisms and other rule of law considerations are critical to planning and managing investments so that they contribute to sustainable development.

Book excerpt: This paper contributes to discussion about industrial policy in sub-Saharan Africa by describing effective developmental institutions for the promotion of sustainable forest and bioenergy industries. Specifically, I investigated six large-scale investment projects in the forest and bioenergy sectors in Tanzania and Uganda in terms of two different interpretations of sustainability -- strong or weak sustainability. This investigation was based on a considerable field effort including over three hundred household surveys across thirteen villages in the two countries in conjunction with detailed review of each countries relevant legal and policy frameworks. Findings indicate that land tenure and foreign investment strategy can be effectively combined to boost smallholder incomes and spur domestic investment in the forest and bioenergy sectors -- elements of weak sustainability. While projects in Uganda were more modest in size than those in Tanzania, the risks involved in Uganda's projects were more equitably distributed between investors and smallholders. In Uganda, smallholders were able to secure considerable economic benefits from projects because Uganda's land tenure system recognizes individual land rights. At the same time, the selectivity of Uganda's foreign investment regime places important restrictions on foreign investment in the forest and bioenergy sectors, effectively putting a brake on large-scale land acquisitions. The result of Uganda's land tenure and foreign investment strategy is the promotion of domestic investment in the forest and bioenergy sectors. In contrast, the institutional framework in Tanzania for rural development places the burden of risk on villagers themselves through a collective land tenure system in combination with an aggressive foreign investment regime that does relatively little to spur domestic investment. In terms of strong sustainability, I argue that the risk that land comes to represent an element of critical natural capital is due to the stability and clarity of boundaries between state lands and those of society. Tanzania's land tenure system maintains a relatively clear distinction between state and village lands, despite clear signs that the state has sought to open up village lands to foreign investment. Uganda's history of state collapse reverberates into the present day, with local communities having long settled on state lands which leads to conflict when these lands are opened up for investment. In conclusion, I reflect on the implications of these findings for the debate on land grabs and foreign investment in sub-Saharan Africa, suggesting that there are ways that the state can sustainably combine liberal economic reforms with its developmental aspirations towards what I describe as “liberal developmentalism”

Book excerpt: Improving the productivity of agriculture is a key development objective across many low-income countries. One proposed method of increasing agricultural investment, and hence agricultural productivity, is by expanding formal land tenure systems in developing countries. Using data from a survey of households in rural Uganda, this study analyzes the effect of formal tenure rights on short and long term agricultural investment. The analysis finds that customary, or traditional, tenure is associated with lower levels of investment in inorganic fertilizer and in soil and water conservation. Customary tenure is associated with higher adoption of agroforestry practices however, possibly suggesting those with weak land rights use agroforestry to solidify their land claims. The analysis suggests governments should work to provide formal tenure status to households. However, a wide range of factors influence household decisions to invest in agriculture, suggesting that governments should implement formal tenure systems in tandem with improvements to institutional capacity, broader credit access, and expansion of agricultural extension programs.
