In this book, two American scholars take a new and more balanced look at the country's attempts to build capitalism on the ruins of Soviet central planning. They show how and why the Russian reforms achieved remarkable breakthroughs in some areas but came undone in others. Unlike Eastern European countries such as Poland or the Czech Republic, to which it is often compared, Russia is a federal, ethnically diverse, industrial giant with an economy heavily oriented toward raw materials extraction. The political obstacles it faced in designing reforms were incomparably greater. Shleifer and Treisman tell how Russia's leaders, navigating in uncharted economic terrain, managed to find a path around some of these obstacles. In successful episodes, central reformers devised a strategy to win over some key opponents, while dividing and marginalizing others. Such political tactics made possible the rapid privatization of 14,000 state enterprises in 1992-1994 and the defeat of inflation in 1995. But failure to outmaneuver the new oligarchs and regional governors after 1996 undermined reformers' attempts to collect taxes and clean up the bureaucracy that has stifled business growth.Renewing a strain of analysis that runs from Machiavelli to Hirschman, the authors reach conclusions about political strategies that have important implications for other reformers. They draw on their extensive knowledge of the country and recent experience as advisors to Russian policymakers. Written in an accessible style, the book should appeal to economists, political scientists, policymakers, businesspeople, and all those interested in Russian politics or economics.

Vasily Maklakov, a lawyer, legislator and public intellectual, was among the most prominent of these, and the most articulate and sophisticated advocate of the rule of law, the linchpin of liberalism. This book tells the story of his efforts and his analysis of the reasons for their ultimate failure. It is thus, in part, an example for movements seeking to liberalize authoritarian countries today—both as a warning and a guide. Although never a cabinet member or the head of his political party—the Constitutional Democrats or “Kadets”—Maklakov was deeply involved in most of the political events of the period. He was defense counsel for individuals resisting the regime (or charged simply for being of the wrong ethnicity, such as Menahem Beilis, sometimes considered the Russian Dreyfus). He was continuously a member of the Kadets’ central committee and their most compelling orator. As a somewhat maverick (and moderate) Kadet, he stood not only between the country’s absolute extremes (the reactionary monarchists and the revolutionaries), but also between the two more or less liberal centrist parties, the Kadets on the center left, and the Octobrists on the center right. As a member of the Second, Third and Fourth Dumas (1907-1917), he advocated a wide range of reforms, especially in the realms of religious freedom, national minorities, judicial independence, citizens’ judicial remedies, and peasant rights.

Book excerpt: The first decade of Alexander II's reign is known in Russian history as the Era of the Great Reforms, a time recognized as the major period of social, economic, and institutional transformation between the reign of Peter the Great and the Revolution of 1905. Coming directly after the notoriously repressive last decade of the Nicholas era, the appearance of such dramatic reform has led scholars to seek its causes in dramatic events. Surely some great, even cataclysmic, force must have driven Alexander II and his advisers to initiate what appears to be such an astonishing change in policy. In their search for the origins of these Great Reforms, historians generally have focused upon two phenomena. The first of these was Russia's defeat in the Crimean War by a relatively small, ineptly commanded Allied expeditionary force. The second was the serf revolts, which increased dramatically in the 1850s. From these events, most historians have concluded that the economic failings of serfdom, the problem of preserving domestic peace, and the need to restore Russia's tarnished military prestige were the major forces that convinced Alexander II's government to embark upon a new reformist path. As Lincoln's examination of the long-unstudied Russian archival evidence shows, there are good reasons to question whether such crises of policy and failings of Russia's servile economy impelled Alexander II and his advisers along a previously uncharted reformist path after the Crimean War. Further, in light of the Russian bureaucracy's slowness in drafting much less complex administrative reforms during the previous century, Lincoln argues that the Great Reform legislation simply was too complex and required too much sophisticated knowledge about the Empire's economic, administratvive, and judicial affairs to have been formulated in the brief half-decade after the war's end.
