Against this background, the analysis suggests that the current overall lending capacity of the Fund should be seen as a minimum. Additional resources would be needed if the Fund were to introduce changes to its lending framework. While the financing structure of the Fund should be largely quota-based, staff sees a strong case for continuing to backstop quota resources with a standing borrowing facility. Maintaining the Fund’s current overall lending capacity would require swift action by the membership.

The framework is based on four guiding principles: (i) deepening understanding and support for the Fund’s role and policies; (ii) better integrating communications into the IMF’s daily operations; (iii) raising the impact of new communications materials and technologies; and (iv) rebalancing outreach efforts to take account of different audiences. In addition, greater emphasis has been placed on strengthening internal communications to help ensure institutional coherence in the Fund’s outreach activities. Continued efforts are needed to strengthen communications going forward. Several issues deserve particular attention. First, taking further steps to ensure clarity and consistency in communication in a world where demand for Fund services continues to rise. Second, doing more to assess the impact of IMF communications and thus better inform efforts going forward. Third, engaging strategically and prudently with new media—including social media.

Book excerpt: The purpose of this paper is to describe the role and the operating significance of IMF quotas. Each member of the IMF has a quota, the functions of which are threefold. These functions are interrelated, but the attempt to find a series of figures that would effectively perform all these functions for each member necessitated a large amount of compromise in the determination of quotas. A quota determines the subscription or contribution of each member to the capital of the IMF; and the total of the quotas of all members determines the size of the IMF’s financial resources. Each member is required to pay to the IMF of its quota in gold, and the balance in its own currency. Apart from any retained profits or accumulated losses, quotas directly determine the total assets of the IMF. Assets can be increased only by admitting new members or by increasing the quotas of existing members, though the Fund may under prescribed conditions increase the funds at its disposal by borrowing.
