Book excerpt: Small Canadian cities confront serious social issues as a result of the neoliberal economic restructuring practiced by both federal and provincial governments since the 1980s. Drastic spending reductions and ongoing restraint in social assistance, income supports, and the provision of affordable housing, combined with the offloading of social responsibilities onto municipalities, has contributed to the generalization of social issues once chiefly associated with Canada’s largest urban centres. As the investigations in this volume illustrate, while some communities responded to these issues with inclusionary and progressive actions others were more exclusionary and reactive—revealing forms of discrimination, exclusion, and “othering” in the implementation of practices and policies. Importantly, however their investigations reveal a broad range of responses to the social issues they face. No matter the process and results of the proposed solutions, what the contributors uncovered were distinctive attributes of the small city as it struggles to confront increasingly complex social issues. If local governments accept a social agenda as part of its responsibilities, the contributors to Small Cities, Big Issues believe that small cities can succeed in reconceiving community based on the ideals of acceptance, accommodation, and inclusion.

The first is about a young girl who has moved to London for her new job working for the government. She meets a young gypsy who wants to tell her something. They have a connection, and events lead her to join him in the summer at the gypsy encampment, where she learns of her true family. Her life changes from there. The second story, again from a dream over a period of days, is a love story. A girl has a past that gets in the way. The third story I love. I was sitting in my car at the beach and words ran across the book I was trying to read. I drove home, and before I arrived at my door, the words were pushing their way into my head. I sat and typed as fast as my fingers could keep me going, and then it ended. I did not know what I wrote, so I read the story: an amusing plan by six young adults to have a mystery holiday, while at the same time creating fun things for each of them to do while waiting for clues at their hotel, each one filled with mischief. It had an amusing twist for the ending. However, that night I had to get up and go to my computer and continue with a second part to the story. I really enjoyed it. The final story was very emotional for me. There was heartache, the mystery of where your soul goes after death, how life continues on a new path, and who is in charge.
