Book excerpt: Written by a top scholar on social security in Latin America and the Caribbean, this book assesses the effects of the world economic crisis on social security and welfare in the region. Drawing on the impact of and lessons from previous crises, Carmelo Mesa-Lago identifies the strengths and weakness of Latin American social security before the current global crisis. He evaluates the event's actual and potential effects on pensions, health care, and social assistance programs, based on a taxonomy of three groups of countries. The book ends with a summary of policies adopted by some countries and the author's own recommendations on social policies to lessen the adverse outcomes of the financial crisis. Latin America's pioneering social-welfare reforms make this book important for other regions of the world, both developed and developing.

The aim of this report is threefold: first, to understand the sources of this resilience, identifying the role played by unprecedented international financial support on the one hand, and the strength of domestic macroeconomic fundamentals on the other; second, to highlight the policy lessons that emerge from this analysis both for the region and the international financial community; and finally, to identify critical macroeconomic policy challenges for the region.

Book excerpt: The countries of the Caribbean region benefit from a number of preferential trade arrangements. In addition to the industrialized countrys' General System of Preferences (GSP) which are applicable to most developing countries, there are some very special arrangements formulated to promote exports from the Caribbean countries -- the Caribbean Basin Initiative (CBI) of the United States, CARIBCAN of Canada, and the much older Lome Conventions of the European Communities, which includes the Caribbean as well as most African and some Pacific countries. Yet, in spite of this preferential treatment, the Caribbean export performance has been worse than the performance of the developing countries as a whole. This report examines the Caribbean export performance in the 1980s in some detail, analyzes the possible reasons behind this performance, and presents some recommendations to improve it. The scope of the analysis in this report is limited to the member countries of the Caribbean Group for Cooperation in Economic Development. This report not only has a Caribbean perspective, it examines all three major arrangements - the CBI, CARIBCAN, and Lome Convention in the environment of both groups and specific exporters in the three different markets. In this way, the greatly varying performances can lead to insights on export performance and ways to improve it.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last decade, studies of the Cold War have mushroomed globally. Unfortunately, work on Latin America has not been well represented in either theoretical or empirical discussions of the broader conflict. With some notable exceptions, studies have proceeded in rather conventional channels, focusing on U.S. policy objectives and high-profile leaders (Fidel Castro) and events (the Cuban Missile Crisis) and drawing largely on U.S. government sources. Moreover, only rarely have U.S. foreign relations scholars engaged productively with Latin American historians who analyze how the international conflict transformed the region's political, social, and cultural life. Representing a collaboration among eleven North American, Latin American, and European historians, anthropologists, and political scientists, this volume attempts to facilitate such a cross-fertilization. In the process, In From the Cold shifts the focus of attention away from the bipolar conflict, the preoccupation of much of the so-called "new Cold War history," in order to showcase research, discussion, and an array of new archival and oral sources centering on the grassroots, where conflicts actually brewed. The collection's contributors examine international and everyday contests over political power and cultural representation, focusing on communities and groups above and underground, on state houses and diplomatic board rooms manned by Latin American and international governing elites, on the relations among states regionally, and, less frequently, on the dynamics between the two great superpowers themselves. In addition to charting new directions for research on the Latin American Cold War, In From the Cold seeks to contribute more generally to an understanding of the conflict in the global south. Book excerpt: PRAISE FOR THE PREVIOUS EDITIONS: "Rare is the book in English that provides a general overview of Latin America and the Caribbean. Rarer still is the good, topical, and largely dispassionate book that contributes to a better understanding of the rest of the hemisphere. Peter Winn has managed to produce both."—Miami Herald "This magisterial work provides an accessible and engaging introduction to the complex tapestry of contemporary Latin America and the Caribbean."—Foreign Affairs "A clear, level-headed snapshot of a region in transition…. Winn is most interesting when he discusses the larger issues and to his credit he does this often."—Washington Post Book World "Balanced and wide-ranging…. After canvassing the legacies of the European conquerors, Winn examines issues of national identity and economic development…. Other discussions survey internal migration, the role of indigenous peoples, the complexity of race relations, and the treatment of women." —Publishers Weekly
