First, the essay provides a historical background to current EU-Turkey relations. On this basis, the process of Turkey's EU accession is then explained in more detail and the pros and cons arguments are discussed. This follows the examination of the meaning of Turkey's full EU membership and the possible implications in Europe. The focus is primarily on the common foreign and security policy, the possible economic effects, and the legal and institutional dimensions. The last part of the article analyzes why Turkey's candidature is so different from the other candidate countries and whether it is a problematic candidate. The decades-long delay in Turkey's EU accession is examined using the Copenhagen criteria set by the EU and cultural differences. The work concludes with a perspective view, forecasting future European-Turkish relations, whether Turkey will ever be a full member of the European Union. The essay ends with a constructive criticism in the conclusion. In addition, the present article intends to contribute to science and research by reviving the neglected European-Turkish relations currently and filling the gap in this field factually and professionally. In the present study, an interdisciplinary approach is preferred. The systematic interpretation method of law is combined with the method of empirical social research from political science to better analyze the complex context of the topic.

It was one of the countries that established the OECD, an organization that represents democracy and free market economy. In 1995 Turkey started a customs union with the EU, which was the first step toward a full membership of the EU. At the European Council in Helsinki, Turkey was considered as a potential candidate for full membership of the EU. According to the European Council (2003), “Turkey is a candidate state destined to join the Union on the basis of the same criteria as applied to other candidate states.” As mentioned in the statement, the European Union is willing to offer Turkey a full membership as long as they fulfill the criteria for membership provided by the European Commission. In other words, Turkey has to share “the values, objectives and legal order set out in the [EU] treaties.” Therefore, the EU developed a pre-accession strategy for Turkey and agreed on an accession partnership on the same basis as the other candidate countries, which negotiated a treaty with the EU. For that reason, Turkey was allowed to participate in certain EU programs and meetings among the member states of the EU and the candidate states. Although formal discussions have taken place since 2005, the member states have not reached an agreement yet. Turkey’s EU accession is the leading controversy among the member states of the EU concerning the enlargement of the European Union. Some member states are in favor of Turkey’s EU membership due to its geographical location, which could be a benefit for the European Union; whereas other countries are concerned about the situation within Turkey and its effects on the European community. Turkey should not become a full member of the European Union because of a violation of human rights based on Turkey’s ideology, security reasons, and the financial risk for the economy of the European Union. Consequently, a privileged partnership would be more appropriate.

Book excerpt: This comprehensive edited volume conceptually develops the notion of ‘de-Europeanisation’ as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. ‘De-Europeanisation’ is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. ‘De-Europeanisation’ manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred.
