Book excerpt: The publication demonstrates flaws in National Register of Citizens of Assam, India which is being implemented by the Supreme Court of India directives which is the topmost court of the nation. We are not in any way against the NRC Process in India which is a legal and binding to all people of the state. Officially, the NRC process will address the issue of illegal migrants, specifically from Bangladesh. The National Register of Citizens was first published in 1951 to record citizens, their houses, and holdings. Updating the NRC to root out foreigners was a demand during the Assam Agitation (1979-1985). The current situation in Assam stems from the failure by the state and society to grasp the long-term implications of unchecked illegal migration. A few preventive steps adopted on a long-term basis could have ensured a check on the movement of people from across the border. There would be no need for NRC, the migrants’ flight would take a different course and the shrill voices opposing the identification of foreign nationals in Assam would not have been heard at all. The blame for this must be shared by the people of Assam for not being vigilant enough and the successive governments both at the state and Centre that displayed a total disregard to the danger continuously knocking on the door for the past several decades. However this much needed reform can have devasting consequences. In the same way many people who are genuine citizens of in the state are not lucky enough to have kept the documents of ancestors which are decades old. Many peoples are illiterate, poor who are hardly earning enough to just survive in this world. Like many Indians elsewhere, some of these people are too poor to possess any identification – all they hold onto is crumpled currency that will buy their families another meal. We don’t want a single foreigner’s name to be included in the final NRC. But no genuine Indian citizen should be excluded from the list. All genuine Indians must be included in the NRC. The claims of those left out in the NRC must be heard carefully & humanely.

Book excerpt: Female Citizens, Patriarchs, and the Law in Venezuela examines the effects that liberalism had on gender relations in the process of state formation in Caracas from the late eighteenth to the nineteenth century. The 1811 Venezuelan constitution granted everyone in the abstract, including women, the right to be citizens and equals, but at the same time permitted the continued use of older Spanish civil laws that accorded women inferior status and granted greater authority to male heads of households. Invoking citizenship for their own protection and that of their loved ones, some women went to court to claim the same civil liberties and protections granted to male citizens. In the late eighteenth century, colonial courts dispensed some protection to women in their conflicts with men; a century later, however, patriarchal prerogatives were reaffirmed in court sentences. Discouraging as this setback was, the actions of the women who had fought these legal battles raised an awareness of the discrepancies between the law and women?s daily lives, laying the groundwork for Venezuelan women?s organizations in the twentieth century. Drawing on a wealth of primary sources, historian Arlene D�az shows how the struggle for political power in the modern state reinforced and reproduced patriarchal authority. She also reveals how Venezuelan women from different classes, in public and private, coped strategically with their paradoxical status as equal citizens who nonetheless lacked power because of their gender. Shedding light on a fundamental but little examined dimension of modern nation building, Female Citizens, Patriarchs, and the Law in Venezuela gives voice to historic Venezuelan women while offering a detailed look at a society making the awkward transition from the colonial world to a modern one.

This is particularly true at Rome, where in a period of 150 years the Romans fought four epochal wars against themselves. The basis of the investigation is broad, encompassing literary texts, documentary texts, and material culture, spanning the Greek and Roman worlds. Attention is devoted not only to Rome's four major conflicts from the period between the 80s BC and AD 69, but the frame extends to engage conflicts both previous and much later, as well as post-classical constructions of the theme of civil war at Rome. Divided into four sections, the first ("Beginnings, Endings") addresses the basic questions of when civil war began in Rome and when it ended.
