Book excerpt: This dissertation examines the changing mechanisms of social stratification during the market transition since the end of the 1970s in urban China. Unlike most market transition literature, which assumes either a market-centered, a property-rights centered, or a state-market interaction perspective by almost exclusively studying income inequality, my property transformation perspective stresses the importance of incorporating marketization and ownership restructuring as well as state politics into a theoretical framework simultaneously by investigating the wealth accumulation and wealth disparity among different social groups, organizations/sectors during the post-socialist transformation. Post-socialist transformation is a property transformation process in which public assets are reallocated, reevaluated and reorganized. There are two trajectories of property transformation in transitional urban China: housing privatization and ownership restructuring of public enterprises. Because these property transformations are orchestrated within existing political institutions and carried out by incumbent power holders, they create greater wealth disparity between cadres and ordinary workers and between state-owned work organizations/sectors and private work organizations/sectors. Drawing on three survey datasets from the Chinese Household Income Project conducted in 1988, 1995 and 2002 in urban China, supplemented with aggregate statistics from provincial yearbooks in 2003, I find sufficient empirical evidence for my property transformation perspective and ideas on the mechanisms of wealth accumulation and inequality in urban China over the past three decades.

Book excerpt: This paper estimates trends in absolute poverty in urban China from 1988 to 2002 using the Chinese Household Income Project (CHIP) surveys. Poverty incidence curves are plotted, showing that poverty has fallen markedly during the period regardless of the exact location of the poverty line. Income inequality rose from 1988 to 1995 but has been fairly constant thereafter. Models of the determination of income and poverty reveal widening differentials by education, sex and party membership. Income from government anti-poverty programs has little impact on poverty, which has fallen almost entirely due to overall economic growth rather than redistribution.

This book shows how China’s spectacular housing success is not shared by all social groups, with rapidly rising housing inequality, and residential segregation increasingly prevalent in previously homogeneous Chinese cities. Under the Balassa-Samuelson effect, nontradeables cost more in richer areas, so nominal inequality exceeds real inequality. This especially matters in China, where spatial cost of living differences should grow with recent development of urban housing markets. We use new data on apartment prices in 104 cities in China to develop housing-related spatial deflators. The level of spatial inequality in urban China is overstated by 27% if cost of living differences are ignored. Our hedonic analysis of 41,000 individual apartment sales shows that most price variation is between areas, rather than from features of individual apartments. The dominant trend in the reform era is for regional inequality in China to decline, contrary to the common perceptions. In nominal terms, the Theil index for interprovincial inequality in 2016 is just 46% of its 1978 level. The current results imply that the fall in inequality in real terms would be even greater.

Using Chinese Household Income Project surveys, we conduct two exercises: with quantile regression analysis, we identify wage gaps across the distribution and over time; and we employ the Machado and Mata (2005) decomposition to investigate how urban wage inequality was affected by the changes in wage structure and employment share of the state sector. We find that since the radical state sector reforms designed to reduce over-staffing and improve efficiency since the late 1990s, urban wage gaps were narrowed due to the reduction of employment share in the state sector; the wage premium of the state sector in comparison with the non-state sector increased significantly; and changes in the wage structure of the labour market caused the rise in urban wage inequality.

The analysis reports how the returns to education and experience vary across wage quantiles, along with wage differentials by sex and party membership. The role of industrial structure, ownership reform and occupational change are also estimated. In the recent period, 2002 to 2008, falls in the returns to education and experience have been equalising. However, changes in every other category of observed wage differential - by sex, occupation, ownership, industrial sector and province - have served to widened inequality. The gender gap continued to rise, as did the gap between white collar and blue collar workers, and between manufacturing and most other industrial sectors.
