Book excerpt: This book proposes what, to many professionals in the child welfare field, will appear a radically different explanation for our society's decisions to protect children from harm and for the significant drop in substantiated child abuse numbers. At the center of this conceptual and analytic approach is the contention that social outrage emanating from horrific and often sensationalized cases of child maltreatment plays a major role in CPS decision making and in child outcomes. The ebb and flow of outrage, we believe, invokes three levels of response that are consistent with patterns of the number of child maltreatment reports made to public child welfare agencies, the number of cases screened-in by these CPS agencies, the proportions of alleged cases substantiated as instances of real child abuse or neglect, and the numbers of children placed outside their homes. At the community level, outrage produces amplified surveillance and a posture of "zero-tolerance" while child protection workers, in turn, carry out their duties under a fog of "infinite jeopardy." With outrage as a driving force, child protective services organizations are forced into changes that are disjointed and highly episodic; changes which follow a course identified in the natural sciences as abrupt equilibrium changes. Through such manifestations as child safety legislation, institutional reform litigation of state child protective services agencies, massive retooling of the CPS workforce, the rise of community surveillance groups and moral entrepreneurs, and the exploitation of fatality statistics by media and politicians we find evidence of outrage at work and its power to change social attitudes, worker decisions and organizational culture. In this book, Jungian psychology intersects with the punctuated equilibrium theory to provide a compelling explanation for the decisions made by public CPS agencies to protect children.

Although it has long been a critical service for millions of children in the United States, the increased attention given to this service in the last two decades has focused more on its inability to achieve its intended outcomes than on its successes. However, as social and political trends and new legislation reshape child welfare, policymakers and service providers continue to offer innovative policy and practice options for this child welfare service. Though use of the service has changed, family foster care remains important. Responding to a widespread sense of the "drifting" of children in care, Congress passed the Adoption Assistance and Child Welfare Act of 1980. This legislation became a key factor shaping the current status of family foster care. Its goal was to reduce reliance on out-of-home care and encourage use of preventive and reunification services; it also mandated that agencies engage in planning efforts for permanent solutions for foster children. Yet, despite federal mandates and funding, the child welfare system has continued to struggle to provide the level of services needed for children to reduce the amount of time children remain in temporary foster care. The latest response to these problems, the Adoption and Safe Families Act of 1997, established unequivocally that safety, permanency, and well-being were national goals for children in the child welfare system. To comply with the law, public and private agencies are required to initiate significant program and practice changes in the coming years to improve permanency outcomes and child well-being in family foster care. The central theme of the volume is accountability for outcomes, certainly a current driving force in child welfare as well as in other public and private service fields. This volume will be of interest to all concerned with the social welfare of children and families at the end of the twentieth century. Book excerpt: Child abuse policy in the United States contains dangerous contradictions, which have only intensified as the public slowly accepted it as a middle class problem. One contradiction is the rapidly expanding child abuse industry (made up of enterprising psychotherapists and attorneys) which is consuming enormous resources, while thousands of poor children are seriously injured or killed, many while being "protected" by public agencies. This "rediscovery" has also led to the frenzied pursuit of offenders, resulting in the sacrifice of some innocent people. Moreover, the media's focus on the sensational details of high-visibility sexual abuse cases has helped to trivialize, if not commercialize, the child abuse problem. As such, child abuse has gone from a social problem to a social spectacle. By the 1980s the child welfare system had become a virtual "nonsystem," marked by a staggering turnover of staff, unmanageable caseloads, a severe shortage of funding, and caseloads composed of highly dysfunctional families (many with drug-related problems). To make room for these families, public agencies rationed services by increasingly screening-out child abuse reports which contained little likelihood of serious bodily harm. In The Politics of Child Abuse in America, the authors argue that child abuse must be viewed as a public safety problem. This redefinition would make it congruent with other family-based social trends, including the crackdown on domestic violence. Children must have the same legal protection currently extended to physically and sexually abused women. This can be done by creating a "Children's Authority," which would have the overall charge for protecting children.
