Treaties in Force is arranged in two sections: Section 1 includes bilateral treaties and other international agreements listed by country or other international entity with subject headings under each entry. Arrangements with territorial possessions of a country appear at the end of the entry for that country. In some cases, treaties and international agreements applicable to a territory prior to its independence are included in the entry for that country on the basis of its assumption of treaty obligations upon becoming independent, as noted at the beginning of the entry for that country. For convenience, some treaties and agreements concluded with countries whose name or statehood status has changed continue to be listed under the name in use at the time the agreement was concluded, if the title of the treaty or agreement has not been formally amended. Book excerpt: For over 50 years, more than 225,000 Peace Corps volunteers have been placed in over 140 countries around the world, with the goals of helping the recipient countries need for trained men and women, to promote a better understanding of Americans for the foreign nationals, and to promote a better understanding of other peoples on the part of Americans. The Peace Corps program, proposed during a 2 a.m. campaign stop on October 14, 1960 by America's Camelot, was part idealism, part belief that the United States could help Global South countries becoming independent. At the height of the Cold War, the US and USSR were racing each other to the moon, missiles in Turkey and in Cuba and walls in Berlin consumed the archrivals; sending American graduates to remote villages seemed ill-informed. Kennedy's Kiddie Korps was derided as ineffectual, the volunteers accused of being CIA spies, and often, their work made no sense to locals. The program would fall victim to the vagaries of global geopolitics: in Peru, Yawar Malku (Blood of the Condor), depicting American activities in the country, led to volunteers being bundled out unceremoniously; in Tanzania, they were excluded over Tanzania’s objection to the Vietnam War. Despite these challenges, the Peace Corps program shaped newly independent countries in significant ways: in Ethiopia they constituted half the secondary school teachers in 1961, in Tanzania they helped survey and build roads, in Ghana and Nigeria they were integral in the education systems, alongside other programs. Even in the Philippines, formerly a U.S. colony, Peace Corps volunteers were welcomed. Aside from these outcomes, the program had a foreign policy component, advancing U.S. interests in the recipient countries. Data shows that countries receiving volunteers demonstrated congruence in foreign policy preferences with the U.S., shown by voting behavior at the United Nations, a forum where countries’ actions and preferences and signaling is evident. Volunteer-recipient countries particularly voted with the U.S. on Key Votes. Thus, Peace Corps volunteers who function as citizen diplomats, helped countries shape their foreign policy towards the U.S., demonstrating the viability of soft power in international relations.

Book excerpt: The main theme of Fire on the Water is that conventional measures of military balance, employed by both the general public and many policy experts, underestimate the threat that China’s military modernization poses to the U.S. position in the Asia-Pacific region. Within a decade, China’s leaders will have the military power to hold at risk U.S. interest in East Asia. The U.S. needs to fashion a new and competitive strategy, one that better matches the strengths of the U.S. and its allies against China’s vulnerabilities, in order to maintain a balance of power in the region and convince China’s leaders to pursue a cooperative course. It is not obvious to many observers why a conflict in the region is plausible, or why the U.S. should bear the responsibility for maintaining a forward military presence in the region. China has rapidly emerged as a great power and by doing so, has acquired many vital interests around the world. Following the pattern set by other such episodes in history, China is also acquiring the military means to protect its new interests, a development that puts at risk the interests of China’s neighbors and the United States. The U.S. forward military presence in the region is an increasingly difficult burden to sustain. But in the long run, this approach will be less costly and less risky than encouraging China’s neighbors to balance China by themselves, an alternative that will very likely result in an unstable arms race and a conflict that will damage America’s interests. While it will be in America’s interest to maintain its position in the Asia-Pacific region, China’s military modernization is making it much more difficult for the U.S. to do so. China’s military strategy, centered on its rapidly-expanding land-based and anti-ship missile forces, is exploiting weaknesses in long-standing U.S. force structure and doctrine. Due to a variety of institutional barriers, the U.S. has been slow to adapt to China’s military modernization. Current efforts to respond are impractical, in that they expend U.S. resources against China’s strengths rather than its vulnerabilities. The U.S. needs a new and competitive strategy that will strengthen its alliances in the region and convince China’s leaders that cooperation, rather than military expansion and an attempt at regional hegemony, will be China’s best course. Fire on the Water proposes reforms to U.S. diplomacy, military programs, and strategy that will offer a better chance at preserving stability. The goal of these reforms is to thwart China’s well-designed military modernization plan, bolster the confidence and credibility of U.S. alliances in the region, and thus persuade China’s leaders that China’s best course is cooperation rather than conflict, the outcome that has usually occurred in history when a new great power has rapidly emerged.
