Book Synopsis House of Commons - Committee of Public Accounts: The New Homes Bonus - HC 114 by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book House of Commons - Committee of Public Accounts: The New Homes Bonus - HC 114 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-10-31 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The New Homes Bonus was introduced as a financial incentive for local authorities to encourage the building of new homes. The scheme is funded from existing local authority grants. £7.5 billion will have been redistributed between councils by 2018-19, so there is a lot of money at stake. It is clearly vital that the incentives work and the Government achieves its aim. It is therefore disappointing that after more than two years of the scheme being up and running, no evaluation is in place and no credible data is available to show whether the scheme is working or not. So far the areas which have gained most money tend to be the areas where housing need is lowest. The areas that have lost most tend to be those where needs are greatest. The Department has yet to demonstrate whether the New Homes Bonus works. Is it helping to create more new homes than would have been built anyway? Is it the best way for Government to use its limited resources to create more homes where they are needed most? Its planned evaluation of the Bonus scheme is now urgent

Book Synopsis House of Commons - Committee of Public Accounts: The Duchy of Cornwall - HC 475 by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book House of Commons - Committee of Public Accounts: The Duchy of Cornwall - HC 475 written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2013-11-05 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Duchy of Cornwall (the Duchy) delivered a good financial performance in 2012-13, increasing its total income and also its net revenue after taking account of costs. However, the Treasury is not doing enough to scrutinise the Duchy's financial strategy or transactions-it does not independently verify information offered by the Duchy, and details of its approvals for the Duchy's land transactions over £500,000 are not published. The Duchy has a Crown Exemption from tax, but there is no clear understanding of any consequences for its competitors, which are subject to corporation and capital gains tax. The transparency of The Prince of Wales's tax payments is limited by reporting only a combined amount for income tax and VAT. The Duchy's charter rules that each future Duke of Cornwall will be the eldest son and heir of the Monarch, which is out of line with the Succession to the Crown Act 2013.
Book Synopsis FCO performance and finances by : Great Britain: Parliament: House of Commons: Foreign Affairs Committee
Download or read book FCO performance and finances written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2011-02-11 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focusses on the FCO's financial situation and the implications of the Spending Review 2010 for its work and performance, and that of its associated body, the British Council. The FCO is one of the major departmental 'losers' in the Spending Review. Reductions in spending on the FCO, if they result in shortfalls in skilled personnel and technical support in key countries and regions, can have a serious effect in terms of the UK's relations with foreign countries, out of all proportion to the amounts of money involved, especially in relation to the UK's security and that of its Overseas Territories. Cuts to the core FCO budget of even 10% may have a damaging effect on the Department's ability to promote UK interests overseas. The FCO will also face cuts of 55% to its capital budget. The target of raising £50 million per year through selling existing buildings may be difficult to achieve, and may not secure savings in the long-term. A further reduction in the opportunities for more junior UK-based staff to serve in overseas posts, and a consequent diminishing of experience and morale among FCO employees, could over time have a damaging effect on the quality of British diplomacy and the effectiveness of the FCO. The British Council, facing a 25% cut in spending, should give detailed information on its strategy for implementing the cut, which may well trigger fundamental rethinking of the role and work of the Council.

Book Synopsis Spending reduction in the Foreign and Commonwealth Office by : Great Britain: Parliament: House of Commons: Committee of Public Accounts

This book was released on 2011-09-30 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: Around half of the Foreign and Commonwealth Office's budget is spent in foreign currencies. In 2008, the Treasury removed the protection it had previously provided to the Department against exchange rate fluctuations. The FCO did not have the expertise or experience to effectively manage the risk of a fall in exchange rates, and that the Treasury imposed poor value for money conditions on forward purchasing foreign currency. As a result of a decline in the value of sterling, in September 2009 the FCO faced an overspend of £91 million on its 2009-10 budget (£72 million centrally and £18.8 million overseas), out of its total budget of £1.6 billion. It made drastic cuts to reduce this overspend. The FCO did well to reduce spending so quickly, which enabled it to live within its budget. However, many of the spending cuts made were short term in nature, and involved simply delaying or stopping some activities, rather than making lasting efficiency improvements. Not enough was done to monitor and measure the impact of the cuts and there is a risk that such short term cuts can lead to increased spending in the future. The FCO needs to achieve sustainable reductions in running costs of £100 million over the next four years, and sees the overseas estate as a potential source of these efficiencies and income. But in the past, high charges have had the unintended consequence of discouraging other government departments from sharing premises.

Book Synopsis The NHS Cancer Plan by : Great Britain: Parliament: House of Commons: Committee of Public Accounts
Download or read book The NHS Cancer Plan written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2006-01-26 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 10 year NHS cancer plan, published in 2000 established 34 cancer networks in England, to lead to the improvement of cancer services in each locality. The National Audit Office investigated the plan's progress (HC 343, session 2004-05, ISBN 0102932379), and the Committee subsequently took evidence on three main issues: improving the provision of cancer services; making cancer networks work; and addressing inequalities. Increased funding is getting through to front line staff, and is being spent on new drugs, staffing and new services. But 30 per cent of the networks have no comprehensive plans for providing cancer services in their locality. Monitoring of performance against targets by the networks is inconsistent, and very necessary when faced with some demanding targets. Relationships between the networks and the primary care trust should be improved. Inequalities persist: cancer mortality rates are higher in areas of greatest deprivation, the highest mortality rates being twice the lowest across strategic health authorities. In addition, patients are diagnosed with cancer at a later stage in the UK than in other European countries, particularly in deprived areas. The networks should make clear how inequalities are to be addressed.
