The first part discusses the three nations' shared goals and objectives in transportation with respect to promotion of safety & security, facilitating trade & tourism, minimizing environmental impacts, enhancing infrastructure renewal & management, and improving accessibility & mobility. The plan then describes the technological tools that can contribute toward attaining those objectives, including intelligent transportation systems, data bases, vehicle and construction technologies, and geographic information systems. The plan also reviews transportation research & development activities in the three countries. The final sections present a shared vision for the future and an action plan to create & maintain the knowledge base, increase contacts among transportation research communities, identify gaps and parallels in existing transportation activities, and develop collaborative proposals to fill those gaps.

Book excerpt: In general, a reduction in trade barriers will affect the environment by expanding the scale of economic activity, by altering the composition of economic activity and by initiating a change in the techniques of production. We present empirical evidence to assess the relative magnitudes of these three effects as they apply to further trade liberalization in Mexico. We first use comparable measures of three air pollutants in a cross-section of urban areas located in 42 countries to study the relationship between air quality and economic growth. We find for two pollutants (sulphur dioxide and 'smoke') that concentrations increase with per capita GDP at low levels of national income, but decrease with GDP growth at higher levels of income. We then study the determinants of the industry pattern of US imports from Mexico and of value added by Mexico's maquiladora sector. We investigate whether the size of pollution abatement costs in US industry influences the pattern of international trade and investment. Finally, we use the results from a computable general equilibrium model to study the likely compositional effect of a North American Free Trade Agreement (NAFTA) on pollution in Mexico.

Book excerpt: This report presents a methodology useful in forecasting the effects of NAFTA on the demand for freight transportation at the Texas-Mexico border. In developing long-term estimates of future freight-related traffic crossing the border, the methodology employs three steps: (1) an economic analysis of the region, (2) calibration of modal choice models, and (3) an assessment of inventory practices. This methodology is designed to improve upon previous efforts by considering how NAFTA would alter the economic environment in which firms operate, as well as the decisions these firms make regarding modal choice and shipment size.

Available in PDF, EPUB and Kindle. Book excerpt: The seven contributions in this book examine the potential impact of a North American Free Trade Agreement (NAFTA) with Mexico on the U.S. economy. They cover such key aspects as the general sources of comparative advantage between Mexico and the U.S., regional and local effects on production and employment, and the effect on production in particular industries. The authors start from the premise that the trade agreement will have a small impact on the overall U.S. gross national product because the U.S. economy is large compared to that of Mexico and because there is already much unrestricted trade between the two countries. Several chapters consider how some sources of comparative advantage that cut across industries differential environmental regulations and wage differentials - may affect the outcome. These are followed by chapters that assess the locational effects on U.S. production, either from the viewpoint of which metropolitan areas will gain employment or of the scale effects-transportation cost-tradeoff. Concluding chapters address the effect of the NAFTA on several individual U.S. sectors such as agriculture, automobiles, and financial services. Peter M. Garber is Professor of Economics at Brown University. Contents: Introduction, Peter M. Garber. Environmental Impacts of a North American Free Trade Agreement, Gene M. Grossman, Alan B. Krueger. Book excerpt: This volume complements Shared Space: Rethinking the U.S.-Mexico Border Environment, edited by Lawrence Herzog and Environmental Management on North America's Borders, edited by Richard Kiy and John Wirth. This volume expands the range of issues addressed in previous volumes as well as focuses on comprehensive assessments of cooperative efforts of the U.S. and Mexico to solve environmental problems. All environmental media are addressed along the border: land, air, water, as well as sources of pollution (transportation, agriculture, energy, industrial production, urban growth, hazardous waste generation) and biodiversity resources (migratory aquatic and terrestrial forest and insect species). Academic, government, environmental management and policy audiences can benefit from the volume to address environmental policy for borders around the world because the chapters integrate natural science and social science theory, analytical methods and data into the arena of international environmental policy analysis.
