Thi s is not because cargoes are particularly large or hazardous by compari son wi th other industries but because standards of performance required in every aspect of the activity are so much greater than those required for any other industry. Transport of nuclear materials is subject to existing statutory regulations applied not only nationally but internationally. In addition to this, users of transport demand the highest standards of performance for their own purposes particularly in the area of quality assurance. Similar considerations also apply to the transport of non-nuclear materials where the transport link often has to tie in with project management and quality assurance requirements. Safety and security of nuclear materials are of paramount importance but even when these aspects are of a completely acceptable standard public attitudes to the transport activities have to be addressed adequately. The transport system itself consists of many components. The route, the vehicles, the containers, and the individual packages. The performance of each component determines the performance of the total system: all these factors were presented in the 1988 Conference on Transportation for the Nuclear Industry, giving a broad over-view of current practice together with wide ranging consideration of future requirements and developments.

Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.

The economy of the United States and the lifestyle of her people are woven together with energy into a unique fabric. Reducing the energy content of this fabric weakens it and can even destroy it. The Oil Embargo stunningly demonstrated how easy it is to attack this fabric, and exposed for all to see its greatest weaknes- reliance on imported petroleum. Since petroleum is the only current source of automotive fuels, and cars and trucks consume about 43 percent of the petroleum used in the United States, the Oil Embargo had its most profound and dramatic on automotive transportation: First there were long lines at service stations, impact and then idle lines in car assembly plants and long lines at unemployment offices. Against this grim setting, we planned the symposium on automotive fuels for the future.
