Book excerpt: The transparency of the monetary policymaking process at the Bank of England has provided very detailed data on both the votes of individual members of the Monetary Policy Committee and the information on which they are based. In this paper we consider interval censored responses of individual committee members in the context of a model in which inflation forecast targeting is used but there is both heterogeneity and interaction among the members of the committee. We find substantial heterogeneity in the policy reaction function across members. Further, we identify significant interactions between individual decisions of the committee members. The nature of these interdependencies inform about information sharing and strategic interactions within the Bank of England's Monetary Policy Committee.

Given the uncertainties surrounding the arguments for or against increases in interest rates, and the importance that the Governor has previously placed on anchoring inflation expectations, it appears that the November increase in interest rates was largely a precautionary measure. Recommendations made include: that the Bank undertake further research on the links between the interest rate and inflation via asset prices, a critical aspect of monetary policy under inflation targeting; and the Chancellor should consider modifying the appointment process of external members of the MPC to increase transparency and to ensure that appointees have relevant expertise in macro and monetary economics.

It applies the CBT-IT index to the Czech National Bank (CNB), one of the most transparent inflation-targeting central banks. The CNB has invested heavily in developing a Forecasting and Policy Analysis System (FPAS) to implement a full-fledged inflation-forecast-targeting (IFT) regime. The components of CBT-IT index include measures of transparency about monetary policy objectives, the FPAS designed to support IFT, and the monetary policymaking process. For the CNB, all three components have shown substantial improvements over time but a few gaps remain. The CNB is currently working on eliminating some of these gaps.
