Book excerpt: This paper analyzes the domestic and external drivers of local staple food prices in Sub-Saharan Africa. Using data on domestic market prices of the five most consumed staple foods from 15 countries, this paper finds that external factors drive food price inflation, but domestic factors can mitigate these vulnerabilities. On the external side, our estimations show that Sub-Saharan African countries are highly vulnerable to global food prices, with the pass-through from global to local food prices estimated close to unity for highly imported staples. On the domestic side, staple food price inflation is lower in countries with greater local production and among products with lower consumption shares. Additionally, adverse shocks such as natural disasters and wars bring 1.8 and 4 percent staple food price surges respectively beyond generalized price increases. Economic policy can lower food price inflation, as the strength of monetary policy and fiscal frameworks, the overall economic environment, and transport constraints in geographically challenged areas account for substantial cross-country differences in staple food prices.

Book excerpt: The global food crisis of 2007-08 was characterized by a dramatic increase in the prices of agricultural commodities in international markets. Between January 2007 and March 2008, the food price index of the Food and Agriculture Organization (FAO) rose 61%. Staple food crop prices rose even more steeply: over the same period, the prices of wheat and rice doubled, while that of maize increased by 42%. Since then, food prices have declined somewhat, but prices remain significantly higher than the average in 2006. For example, the average price of rice in 2009 is 90% higher than the average level in 2006 (FAO, 2009). High world prices were transmitted to domestic markets, eroding the purchasing power of urban households and other net buyers of food, forcing them to reduce non-food spending and shift to cheaper foods. Poor urban households were particularly affected because they spend a large share of their income on food. At the national level, food importing countries faced balance of payment pressure as the cost of food imports rose. In addition, the cost of operating food and nutrition programs at the national and international level rose steeply. In dozens of countries, the high prices sparked demonstrations and sometimes riots. A number of countries, including Argentina, India, Russia, and Vietnam, responded by restricting rice and wheat exports in an attempt to keep domestic prices from rising. Finally, at the international level, food aid budgets were stretched, as increased need in developing countries coincided with decreased purchasing power of the World Food Programme and other food aid agencies (Benson et al. 2008).

The aim of this thesis is to contribute to a better understanding of the complex issues surrounding food security. The first chapter investigates whether the changes in the international price of rice are transmitted to the domestic prices of rice in Senegal, Mali and Chad. Results indicate that the domestic prices of imported rice in Dakar and of local rice in Bamako react differently to changes in the world price depending on whether the world price is rising or falling. Chapter 2 analyses by how much trade barriers at the border and transport costs impede the integration of agricultural markets in West and Central Africa. Results highlight the role played by borders in explaining price deviations between markets. Additionally, belonging to an economic union and sharingthe same currency appear as major determinants of market integration. The third chapter aims at providing new early warning indicators based on food prices in Mali, Niger and Burkina Faso. Our analysis reveals that price crisis can be predicted about 6 months in advance through the observation of past price movements. Chapter 4 focuses on the analysis of children's vulnerability to climate shocks in Burkina Faso. By combining health data originating from a 2008 household survey with meteorological data, we show the importance of weather conditions in prenatal period and in the first year of life on the future nutritional status of the children.

Book excerpt: Transmission of international food prices to domestic prices is essential to pursue comparative-advantage-based, sustainable agricultural production, and to ensure domestic production responds to global food scarcity or surplus. (i) International prices are opportunity costs for most price-taking developing countries and are crucial in determining an efficient distribution of domestic resources. When the long-term trend of international prices is transmitted slowly and imperfectly to domestic markets, consumers and producers make decisions based on prices that do not represent their real social costs and benefits. There is strong empirical evidence from both developing and developed countries that any large, sustained deviation of domestic prices from world prices in either direction leads to substantially sub-optimal outcomes and slows the rate of economic growth; and (ii) as international food prices reflect global scarcity or surplus, their transmission to domestic prices can help improved the global responsiveness of the food system to shocks. The recent increase in the volatility of international food prices is, therefore, a big concern. These volatile and unpredictable prices may undermine incentives for farmers to respond to high price levels with the critical increase in production needed to bring food prices down. In practical terms, farmers decide what to plant and countries deciding when to import face uncertainty in the likely distribution of world food prices and greater consequences when using past price levels and distributions to guide current decisions. This uncertainty keeps food prices high for a longer period, leading to fundamental food security risks for consumers and governments. To achieve more efficient domestic price formation, policy actions need to focus on (i) strengthening the integration of local markets with international markets (through investments in infrastructure and market-oriented policies), especially local markets that are more volatile than international markets, (ii) reducing global food price volatility, including through more discipline on trade policy, and (iii) strengthening safety nets to rapidly and cost-effectively protect the poor and vulnerable from the food price spikes.
