Book excerpt: The global food crisis of 2007-08 was characterized by a dramatic increase in the prices of agricultural commodities in international markets. Between January 2007 and March 2008, the food price index of the Food and Agriculture Organization (FAO) rose 61%. Staple food crop prices rose even more steeply: over the same period, the prices of wheat and rice doubled, while that of maize increased by 42%. Since then, food prices have declined somewhat, but prices remain significantly higher than the average in 2006. For example, the average price of rice in 2009 is 90% higher than the average level in 2006 (FAO, 2009). High world prices were transmitted to domestic markets, eroding the purchasing power of urban households and other net buyers of food, forcing them to reduce non-food spending and shift to cheaper foods. Poor urban households were particularly affected because they spend a large share of their income on food. At the national level, food importing countries faced balance of payment pressure as the cost of food imports rose. In addition, the cost of operating food and nutrition programs at the national and international level rose steeply. In dozens of countries, the high prices sparked demonstrations and sometimes riots. A number of countries, including Argentina, India, Russia, and Vietnam, responded by restricting rice and wheat exports in an attempt to keep domestic prices from rising. Finally, at the international level, food aid budgets were stretched, as increased need in developing countries coincided with decreased purchasing power of the World Food Programme and other food aid agencies (Benson et al. 2008).

The invasion of Ukraine by Russia in February 2022 caused an additional spike in commodity prices, particularly wheat and maize. This brief estimates the impact of these price increases on poverty in Burkina Faso. It is part of a series of six such briefs that estimate the poverty impact of higher world prices for staple grains. The other briefs cover Kenya, Ethiopia, Niger, Nigeria, and Mali (see Minot and Martin, 2023a and 2023b; Martin and Minot, 2023a, 2023b, and 2023c). We use the same approach in all six country studies. The analysis starts by exploring the effect of the rise in international grain prices on the real price of selected grains in the domestic markets of the country. Next, we estimate the impact of the changes in domestic grain prices on the real income of each household in a nationally representative survey, taking into account the importance of the commodities in consumption and as a source of income for each household. Finally, changes in headcount poverty (the share of people living below the poverty line) are estimated based on the changes in real income for each household in the sample. We focus on the prices of maize, wheat, and sorghum for reasons discussed below. The methods are described in more detail in a method brief.

The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.

Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. Book excerpt: Transmission of international food prices to domestic prices is essential to pursue comparative-advantage-based, sustainable agricultural production, and to ensure domestic production responds to global food scarcity or surplus. (i) International prices are opportunity costs for most price-taking developing countries and are crucial in determining an efficient distribution of domestic resources. When the long-term trend of international prices is transmitted slowly and imperfectly to domestic markets, consumers and producers make decisions based on prices that do not represent their real social costs and benefits. There is strong empirical evidence from both developing and developed countries that any large, sustained deviation of domestic prices from world prices in either direction leads to substantially sub-optimal outcomes and slows the rate of economic growth; and (ii) as international food prices reflect global scarcity or surplus, their transmission to domestic prices can help improved the global responsiveness of the food system to shocks. The recent increase in the volatility of international food prices is, therefore, a big concern. These volatile and unpredictable prices may undermine incentives for farmers to respond to high price levels with the critical increase in production needed to bring food prices down. In practical terms, farmers decide what to plant and countries deciding when to import face uncertainty in the likely distribution of world food prices and greater consequences when using past price levels and distributions to guide current decisions. This uncertainty keeps food prices high for a longer period, leading to fundamental food security risks for consumers and governments. To achieve more efficient domestic price formation, policy actions need to focus on (i) strengthening the integration of local markets with international markets (through investments in infrastructure and market-oriented policies), especially local markets that are more volatile than international markets, (ii) reducing global food price volatility, including through more discipline on trade policy, and (iii) strengthening safety nets to rapidly and cost-effectively protect the poor and vulnerable from the food price spikes.
